Ministry of Defense Advisor program partners senior Department of Defense (DoD) civilian experts and foreign counterparts to build institutional capacity in key areas, such as acquisitions, logistics, personnel readiness, strategic policy, human resource management and financial management. The MoDA Program was originally developed in response to operational requirements in Afghanistan and expanded globally to meet increased U.S. Government (USG) emphasis on civilian-led institutional capacity building (ICB) globally. MoDA was designed to leverage the specialized capabilities of DoD civilians and provide the reach back support and cultural, operational, and advisor training that ensures the in country advising is appropriate and effective. Since July 2010, MoDA has trained and assigned/deployed over 700 resident advisors to over 30 countries.

Great Hill is seeking a Talent Acquisition Recruiter to join our recruitment team. The position is located in the National Capital Region (within the area of the District of Columbia, Maryland, or Virginia) or may be approved for remote work. Primarily the position is hybrid with at least one day a week in office as needed.

The Talent Recruitment team shall provide services to Defense Security Cooperation Agency (DSCA) /Defense Security Cooperation University (DSCU), Defense Security Cooperation Services (DSCS)/ Ministry of Defense Advisor (MoDA) program. The recruiting team focuses on functional area senior level recruiting. At the direction of USG leadership, team members shall create and support any necessary changes to the MoDA program.

This position is responsible for sourcing Department of Defense (DoD) talent to fill numerous positions overseas. This requires high-level open sourcing and sound organizational skills to ensure outreach is documented.

Roles and Responsibilities include, but are not limited to:



  • The Contractor is responsible for acquiring DoD talent to fill volunteer detail assignments overseas.
  • Leverage agency branding techniques to reach DoD population in support of the Ministry of Defense Advisor program.
  • Coordinates broadly with career field managers, headquarters staffs, the DoD expeditionary program and management teams to source high-quality candidates for detail assignments overseas.
  • Schedule program informational calls, program management initial screening calls and coordinate USG candidate stakeholder panel interviews, provide scoring matrix and background materials on candidates for the USG selection process in a timely manner to support training and in-country arrival timelines.
  • Must have working knowledge on Microsoft administrative products, develop user-knowledge for other software programs used, and be able to retain concise records for all outreach record and events. Display the ability to build historical reference documents and properly secure CUI information for future talent acquisition opportunities.
  • Thoroughly document and file all outreach efforts, sourcing lists, and final selections for overseas advising roles.
  • Develops Standard Operating Procedures, Frequently Asked Questions, Briefings, and other materials to broadly communicate the program across DoD. Works with DSCA SharePoint administrators, DSCA/DSCU website administrators to ensure recruiting, rosters, and other materials associated with the program are up to date.
  • Coordinates with the MoDA Program Manager on Position Descriptions for new or changing requirements.
  • Provides recruiting updates to the DSCU/DSCA communications staff for online job postings.
  • Maintains recruiting schedule standards to meet forecasted training timelines.
  • Maintains knowledge of the government term hiring actions and supports the DSCU ICB MoDA Program
  • Manages information for interested applicants for detailee assignments and DSCA hiring actions.
  • Manages recruiting methodologies including bolean/keyword searches and ability to dive in and conduct research of technical requirements.


Position Requirements:



  • Active Secret Level Clearance is required.
  • Must be based in or around the National Capital Region.


Basic Qualifications:



  • Must have 5 -10 years of experience recruiting within the DoD or other federal government agencies.
  • Must have several years of open source recruiting within DoD, including thorough understanding of DoD technical terminology as it relates to Cyber, Strategic Plans and Policy, Logistics and Sustainment and maritime domain awareness.
  • Experience working with military, DoD and other government agencies.
  • Skilled speaker is a must, as the individual is first contact with the program; requires personnel well-versed in the program with speaking as an ability to distill the information to DoD personnel not familiar with the MoDA program.
  • Able to manage timelines, set meetings/interviews, and create selection documents for USG final actions.
  • Ability to develop an outreach plan, repivot approach and coordinate recruiting products with USG staff.
  • Demonstrated ability to create and maintain recruiting records for government use, and proficiency in Excel.
  • Collaborative leader or team member? with the ability to initiate tasks with little oversight.
  • Possess strong communication and interpersonal skills and work effectively in a team operational environment.
  • Be detail-oriented, with the ability to coordinate multiple lines of effort across all projects.
  • Demonstrate effective time management and organization skills to synchronize planning schedules for multiple projects.
  • Knowledge and ability to operate Windows based programs including Outlook, Microsoft (MS) Word, Excel, and PowerPoint (PPT), MS Teams 365 and OneNote.
  • Knowledge and ability to operate a Personal Computer (PC), Macintosh (MAC), printer, scanner, and facsimile.
  • Strong knowledge of recruiting methodologies including boolean/keyword searches and ability to dive in and conduct research of technical requirements.
  • Candidate should have a substantive contact list and reach back resources.
