Opportunity Summary

Join LCE for our newest award win supporting the Organic Repair Capability Assessment (ORCA) Team and the Commander, Naval Surface Force, U.S. Pacific Fleet (CNSP) Readiness Assistance Training Team (RATT).

As an Organic Repair Capability Assessment (ORCA) Analyst supporting services for the CNSP RATT, you will support the ORCA Team Lead on all phases of workshop and IPE assessment, root cause analysis, configuration audit, and NSWC Corona data delivery. You will combine technical assessment capability with analytical and documentation skills to produce the ORCA program's highest-complexity deliverables: the ORCA Material Deficiency Report, the IPE RCA Reports, the Training/IPE Matrix Report, and the ORCA dashboard data submissions. You will serve as the program's primary point of interface with NSWC Corona on data format, quality, and submission schedule while independently completing RCA documentation to the standard.

Security Clearance Requirements

Primary Responsibilities

  • Accompany the ORCA Team Lead on all workshop and IPE assessments and conduct assigned workshop assessments independently.
  • Complete ORCA Workshop Functionality Score Sheets for assigned workshops and document findings with sufficient specificity to support AWR generation and TYCOM advisory action.
  • Lead or assist in root cause analysis investigations, draft IPE RCA Reports for the ORCA Team Lead review, and ensure reports are submitted within 20 working days of trip completion.
  • Conduct IPE configuration audits and prepare draft CK documentation for ships with equipment not reflected in configuration data records.
  • Maintain and update the Training/IPE Matrix Report and research applicable JQR, PQS, and school code prerequisites for IPE maintenance and flag new training gaps.
  • Manage ORCA data delivery to NSWC Corona; coordinate with NSWC Corona on data format and quality requirements; and report delivery status in the ORCA Material Deficiency Report.
  • Draft the ORCA Material Deficiency Report for ORCA Team Lead review and submission within five working days of trip completion.
  • Compile the quarterly Root Cause Distribution Pareto analysis from all completed RCA instances and provide to ORCA Team Lead and PM for CNSP N43 reporting.
  • Participate in annual STANCO and support ORCA methodology and data management agenda items.


Required Qualifications

  • Undergraduate or associates degree or seven (7) years demonstrated experience in a management role.
  • Minimum fifteen (15) years of supervisory experience in analyses, information system operations, and implementation of technical projects
  • Maintenance and training staff experience at ISIC, TYCOM, or Afloat Training Group level.
  • Knowledge of Navy ship depot-level maintenance processes.
  • Knowledge of theory and workings of surface ship maintenance processes.


Preferred Qualifications

  • Direct experience with NSWC Corona's ORCA dashboard or equivalent government data management systems.
  • Prior root cause analysis experience using structured methodologies (5 Whys, Fishbone/Ishikawa or equivalent) for industrial plant equipment failures.
  • Experience with Navy configuration management (CK preparation and configuration data record maintenance).
  • Familiarity with the six-category RCA taxonomy used in the RATT Readiness Impact Framework.
  • Technical writing and data management experience supporting government contract deliverables .
