Posting Summary
Rutgers, The State University of New Jersey, is seeking a Telecommunications Analyst for the Office of Information Technology. This position provides leadership and management of the University's CAD and telecommunications infrastructure documentation services, including engineering drawings, GIS/ KMZ mapping, and the Rutgers Cable Management System ( RCMS) supporting the University's fiber optic and copper telecommunications infrastructure.

Among the key duties of the position are the following:

  • Manages the daily operations of the CAD and documentation team.
  • Establishes priorities, ensures compliance with University standards and industry best practices.
  • Provides technical leadership and quality assurance for engineering documentation and infrastructure records.

Minimum Education and Experience

  • Bachelor's degree or equivalent combination of education and/or experience and three years of experience in a telecommunications/CAD environment.


Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Demonstrated leadership and management skills with the ability to plan, organize, prioritize, assign, and evaluate the work of technical staff.
  • Thorough knowledge of CAD principles, engineering documentation, telecommunications infrastructure documentation, and the Rutgers Cable Management System (RCMS).
  • Advanced proficiency with AutoCAD Architecture and AutoCAD Map 3D.
  • Ability to develop, implement, and maintain documentation standards, quality assurance practices, and workflow improvements.
  • Strong organizational, analytical, communication, and problem-solving skills with the ability to manage multiple priorities and collaborate effectively with University departments, contractors, and vendors.

Preferred Qualifications

  • Bachelor's degree in Engineering Technology, Telecommunications, Geographic Information Systems (GIS), Computer Science, Information Technology, Civil Engineering Technology, or a related field.
  • Supervisory or management experience in a CAD, engineering documentation, telecommunications, or related technical environment.
  • Working knowledge of the Rutgers Cable Management System (RCMS) or comparable telecommunications infrastructure documentation systems.
  • Proficiency with GIS and mapping applications, including ArcGIS, QGIS, and Google Earth Pro (KMZ/KML).
  • Knowledge of Outside Plant (OSP) and Inside Plant (ISP) telecommunications infrastructure, engineering documentation, and industry best practices.

Equipment Utilized
  • Must be proficient in the use of AutoCAD Architecture, AutoCAD Map 3D, the Rutgers Cable Management System (RCMS), GIS applications (ArcGIS, and Google Earth), Adobe Acrobat Professional, Microsoft Office Suite, and standard office equipment, including large-format plotters, scanners, and multifunction printers.
Physical Demands and Work Environment
  • Work is performed primarily in an office environment and requires prolonged periods of sitting, standing, walking, and computer use. Infrequent visits to other Rutgers campuses or project sites may be required.
