Job Objective: Research, write and manage all grants and contracts - including public, private, corporate, and foundation funding sources - in conjunction with Social Services and the Development team.

  • Acts as the local public funds and contracts manager. Researches, develops, writes, and submits, and administrates county, state, and federal, private, corporate and foundation grants in accordance with The Salvation Army processing guidelines.
  • Develops and maintains a comprehensive grant management system to track all grant opportunities, application deadlines, awards, compliance requirements, and outcomes.
  • Collaborates strategically with Social Services and Development teams to ensure grant opportunities align with program priorities and organizational funding strategies, and to support accurate reporting and outcome measurement.
  • Manages overall grant efforts including compliance with grant regulations and requirements for public and private funders, program proposals and databases, financial and program reporting, as well as staff education on grant expectations.
  • Cultivates and fosters relationships with all funding entities including government agencies, private foundations, corporations, and individual donors to protect existing funds and identify potential new sources of program revenue.
  • Verifies that applications, contracts, and grants are in compliance with local, state, and federal and internal guidelines; submits grant proposals to the Divisional Finance Board (DFB). Pursues an evolving understanding of federal regulations.
  • Processes grant agreements, subaward agreements, and collaboration agreements between community partners; ensures staff are educated on expectations and requirements outlined in each agreement to maintain compliance and program success.
  • Cultivates and fosters relationships with funding entities to protect existing public funds and identify potential new sources of program revenue.
  • Creates and maintains grant documentation monthly that corresponds to grant reimbursement requests to funders. Establishes controls to ensure spending is within contract compliance.
  • Writes and implements local policies and procedures to comply with grant requirements and monitoring expectations.
  • Contributes to the successful achievement of tracking overall goals and objectives for each program by meeting with key staff from each program and helping identify goals, outcomes, and outcome measurements. Works within HMIS to track identified outcomes.
  • Supports the development of the local organizational budget, including forecasting and helping monitor the overall financial health of The Salvation Army of Dane County.
  • Ensures grant expenses are allocated correctly at the time of payment in collaboration with the local finance team.
  • Manages the local Medicaid 1915(i) billing program ensuring compliance with federal and state regulations, accurate billing processes, and timely submissions of reimbursable expenses. Works with program staff and finance personnel to monitor eligibility, time and effort tracking, and service documentation.
  • Oversees the Service Extension Program including program standards, planning, budget revisions, and compliance for community partners.
  • Collaborates with the Development team to support the research and preparation of complex non-grant funding proposals, including capital and private funding requests.
  • Supports the preparation of the annual report and other corporate engagement materials by providing accurate grant, contract, and program outcome data, funding summaries, and complianceappropriate language.
  • Verifies statistics, financial figures, and program results included in external publications to ensure alignment with approved reports and funder requirements
  • Serves as the coordination point for all funding or programrelated contracts and agreements, including MOUs and collaboration agreements, prior to execution.
  • Serves as a representative of The Salvation Army within community partnerships and collaborative initiatives as part of the Development team, supporting relationshipbuilding and alignment with organizational funding and development goals.



Minimum Qualifications:

The requirements listed below are representative of the minimal education, experience, skills, and/or abilities required for this position.

Education: Bachelor's degree from an accredited college or university in Business Administration, Public Administration, or a related field.

Experience: Three years progressively responsible in government funding or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Certifications: Valid Wisconsin Driver's License with clearance to drive from TSA insurance.
