Leidos is seeking a multi-facet Business Analyst supporting IT Change Management, Training & Documentation for HHS ASPR's Strategic National Stockpile (SNS).

Contingent upon contract award

Candidate MUST:

Be a US Citizen or Green Card holder with the ability to obtain a Public Trust Clearance.

Role is remote but MUST be located in the UNITED STATES

preference for candidates who are local to the Atlanta, GA area

Position Summary

The successful candidate will support IT change management, training and technical documentation, helping SNS users understand and adopt system changes while maintaining clear, accurate, and current operational and user documentation.

The analyst will work with SNS business users, functional and technical teams, and project leadership to assess impacts of IT system changes, support change-control and release activities, develop training, and maintain SOPs and user documentation for SRP/SAMS operations and modernization.

The SNS mission depends on 24x7 availability of systems that support the nation's emergency medical supply readiness and public health response. This position will participate in on-call services and must be able to acknowledge critical incidents within 15 minutes while on call.

Primary Responsibilities

• Assess operational and user impacts resulting from IT system, application, configuration, release, and process changes.

• Support IT change-management and release activities, including change requests, impact assessments, implementation coordination, communications, and change records.

• Develop training plans, presentations, job aids, quick-reference materials, and other user-support resources for system changes and releases.

• Conduct virtual and in-person training, demonstrations, and knowledge-transfer sessions.

• Assess training effectiveness and incorporate user feedback into future materials and activities.

• Develop, edit, organize, and maintain SOPs, technical and operational documentation, user guides, system manuals, process documentation, runbooks, and knowledge articles.

• Translate technical information into clear documentation appropriate for business users and other stakeholders.

• Work with SMEs to validate documentation for technical accuracy and completeness.

• Maintain documentation under applicable version, configuration, and change controls.

• Update documentation and training materials as systems, configurations, releases, and requirements change.

• Support Agile teams by documenting system changes, release information, training needs, and implementation activities.

• Support transition, modernization, system releases, and implementation activities.

• Follow applicable HHS documentation, plain-language, accessibility, records-management, and Section 508 requirements.

• Support critical system changes and emergency-response communications as required by the SNS mission.

Basic Qualifications

• 5+ years of experience in business analysis, IT change management, training, technical writing/documentation, or related functions.

• Demonstrated experience supporting IT change management and developing and delivering user training for enterprise information systems.

• Demonstrated experience developing and maintaining technical, operational, and user documentation.

• Experience developing SOPs, user guides, job aids, process documentation, training materials, and knowledge articles.

• Ability to translate complex technical and business-process information into clear, audience-appropriate content.

• Experience working with business users, SMEs, developers, technical teams, and project leadership.

• Strong written and verbal communication, facilitation, presentation, and organizational skills.

• Experience supporting system implementations, enhancements, releases, or business-process changes.

• Ability to manage multiple documentation, training, and IT change-management activities concurrently.

• Ability to obtain and maintain the required Tier 2 background investigation/security eligibility and comply with HHS/ASPR/SNS security and training requirements.

Preferred Qualifications

• Experience supporting Oracle EBS/ERP implementations, modernization, or production environments.

• Experience supporting supply-chain, inventory, warehouse, logistics, or asset-management business processes.

• Experience in federal government, HHS, public health, emergency preparedness, pharmaceutical, medical-supply, or regulated environments.

• Experience working in Agile or SAFe delivery environments.

• Familiarity with cGMP, 21 CFR Part 11, or regulated-system documentation.

• Experience with SharePoint, Microsoft 365, Teams, PowerPoint, and related collaboration/training tools.

• Familiarity with HHS EPLC and federal documentation requirements.

• Experience developing Section 508-compliant and plain-language documentation.
