Position Summary

MRIGlobal is seeking an experienced and highly motivated Senior Proposal Manager to join our Government Proposal Management Center.

The Senior Proposal Manager serves as a leader and central coordinator for complex federal proposal efforts from solicitation release through submission, partnering closely with technical, programmatic, operational, and mission support teams to develop compliant, compelling, and competitive proposals that support MRIGlobal's mission and strategic growth objectives. Reporting to the Manager of the Government Proposal Management Center, the successful candidate will manage all aspects of the proposal lifecycle, including solicitation analysis, planning, compliance management, content development, review coordination, and support final submission, while helping advance proposal management capabilities across the organization through standardization and implementation of proposal management best practices.

Key Responsibilities

• Lead and manage proposal efforts supporting Requests for Proposals (RFPs), Requests for Quotations (RFQs), and other government opportunities.
• Manage the complete proposal lifecycle from solicitation analysis through submission.
• Develop and maintain proposal schedules, compliance matrices, annotated outlines, writing plans, and review plans.
• Facilitate proposal kickoffs, solutioning sessions, planning meetings, status meetings, proposal reviews, and recovery activities.
• Ensure proposal responses comply with solicitation requirements, address evaluation criteria, and effectively communicate MRIGlobal's capabilities, experience, and value proposition.
• Lead Pink, Red, Gold, White Glove, and other proposal reviews as appropriate and drive incorporation of reviewer feedback.
• Track proposal risks, dependencies, action items, and critical deadlines.
• Support development of proposal strategies, win themes, discriminators, and customer-focused messaging.
• Drive proposal quality, consistency, and adherence to organizational standards and proposal management best practices.
• Support implementation of proposal processes, governance practices, tools, templates, and organizational standards designed to improve proposal effectiveness and consistency.

• Maintains the proposal content library by organizing, updating, and managing reusable proposal materials, templates, and past performance content to support efficient, compliant, and high-quality proposal development.

Required Qualifications

• Bachelor's degree in Business, Communications, English, Technical Writing, Marketing, Science, Engineering, or a related discipline.
• Eight (8) or more years of proposal management experience supporting U.S. Government contracting organizations.
• Demonstrated success managing complex federal proposal efforts from initiation through submission.
• Strong knowledge of federal acquisition processes, government solicitations, and proposal development methodologies.
• Experience leading cross-functional teams through proposal lifecycle in fast-paced, deadline-driven environments.
• Exceptional project management, writing, editing, communication, facilitation, and organizational skills.
• Advanced proficiency with Microsoft Office applications and collaboration tools.

Preferred Qualifications

• Experience supporting scientific research, engineering, technology, defense, national security, public health, laboratory, or other technical government programs.
• Experience within a government contractor, contract research organization, nonprofit research institute, or similar environment.
• APMP certification and/or Shipley proposal training.
• Experience leveraging AI-enabled productivity tools and collaboration technologies to improve proposal development efficiency, quality, and compliance.
