Engineering Project Manager

Willdan Lighting & Electric, a subsidiary of Willdan group Inc., is seeking an Engineering Project Manager.

The Engineering Project Manager leads the delivery of energy audit and engineering study projects for Willdan clients, including NYSERDA FlexTech engagements and ASHRAE Level II energy audits supporting National Grid Non-Pipes Alternative (NPA) and building electrification initiatives. This role manages projects from scoping through final deliverable, oversees project budgets, schedules, and invoicing, directs and reviews the work of subcontractors and project engineers, and is responsible for the technical accuracy and quality of engineering deliverables.

Essential Duties and Responsibilities

• Manage FlexTech and other energy study projects from application and scoping through final report, including scope development, schedule, budget, labor-hour tracking, and monthly invoicing with required program backup.
• Plan, conduct, and oversee ASHRAE Level II energy audits, including energy and decarbonization analyses, electrification feasibility, load calculations, and energy savings and cost-effectiveness calculations, as well as revenue forecasting and internal invoicing.
• Prepare and submit monthly project invoices based on progress and labor hours, including completion of the PSEG LI Technical Assistance Program and NYSERDA FlexTech invoice templates, coordination of customer approvals with sales team, and reconciliation of hours against project budgets and approved labor category rates.
• Review project specifications and calculations in accordance with state licensure requirements, where applicable.
• Conduct and oversee site assessments and field surveys to verify existing conditions, evaluate constructability, and identify engineering risks.
• Serve as the primary point of contact for customers, NYSERDA, utility representatives, and subcontractors on assigned projects; direct and review subcontractor and project engineer deliverables.
• Develop and maintain engineering standards, templates, and best practices to ensure consistency and quality across projects.
• Coordinate with program managers, project managers, construction teams, subcontractors, and utility representatives to resolve technical issues and support successful project execution.
• Support the preparation of technical proposals, scopes of work, and cost estimates for prospective and active projects.
• Conduct quality assurance/quality control (QA/QC) reviews of engineering deliverables and budget cost estimates prior to submission to clients or authorities having jurisdiction.
• Stay current on relevant codes and standards (e.g., ASHRAE, NEC, NYS Energy Code), NYSERDA and utility program requirements, the NYS Technical Resource Manual (TRM), and emerging electrification and building technologies.
• Prepare electrical load calculations and analyses (using HOMER, EasyPower, or equivalent) and prepare and submit utility service upgrade requests, including MCID and load letter submissions and supporting technical documentation to utilities.
• Assist in training and developing junior and mid-level engineering staff.

Job Requirements / Qualifications

• New York State Professional Engineer (PE) license required; Certified Energy Manager (CEM) and/or Building Commissioning Professional (BCxP) preferred.
• Bachelor's degree in electrical engineering, Mechanical Engineering, or a related engineering field (Master's degree a plus).
• 10+ years of engineering experience in energy efficiency, energy auditing, or building systems, including experience managing engineering projects and subcontractors.
• Strong working knowledge of ASHRAE audit standards (including ASHRAE Standard 211), HVAC and building systems, electrification measures, and applicable energy codes.
• Experience performing electrical load calculation analyses (using HOMER, EasyPower, or equivalent) and submitting utility service upgrade requests, including MCID and load letters.
• Proficiency with energy modeling and analysis software (e.g., eQUEST, EnergyPlus, TRACE, RETScreen, or equivalent) and data analysis tools.
• Strong analytical and problem-solving skills, with the ability to review and validate the technical work of others.
• Excellent written and verbal communication skills, with the ability to explain complex technical concepts to non-technical stakeholders.
• Demonstrated experience mentoring or providing technical guidance to junior engineering staff.
• Proficiency in Microsoft Office Suite and project management software.
• Ability to prioritize multiple projects and tasks to ensure timely delivery of high-quality engineering deliverables.
• Ability to work effectively in a fast-paced, evolving, entrepreneurial work environment.
• Willingness to travel to project and client sites as needed.
