Hiring Department Heart of Missouri Regional Professional Development Center College of Education and Human Development Job Description PURPOSE The Special Education Improvement Consultant provides training, coaching, and technical assistance to Local Education Agencies (LEAs) to implement evidence-based practices that improve academic achievement and postsecondary outcomes for students with disabilities, with a focus on college and career readiness. EXPECTED OUTCOMES Support Missouri LEAs in improving outcomes for students with disabilities, including increased achievement in English Language Arts (ELA) and/or Math and improved postsecondary readiness and outcomes. REQUIRED SKILLS Systems change, implementation, and continuous improvement Data analysis and data-based decision making Adult learning and professional development Coaching, consulting, facilitation, and presentation Effective meeting management and collaboration Conflict resolution and problem-solving Leadership and mentoring Technology-enhanced professional development Development and delivery of high-quality professional development Accurate, timely reporting and documentation REQUIRED KNOWLEDGE/EXPERIENCE Knowledge and/or experience in: State and federal special education requirements, including Part B of IDEA, the Missouri State Plan for Special Education, SPP/APR, and SSIP Missouri Learning Standards (MLS), Dynamic Learning Maps (DLM) Essential Elements, Missouri Model Curriculum, Missouri Assessment Program (MAP/MAP-A), and Missouri School Improvement Plan (MSIP) Standards-based IEPs, specially designed instruction, co-teaching, accommodations, modifications, and effective teaching and learning practices Response to Intervention (RTI), Multi-Tiered Systems of Support (MTSS), School-Wide Positive Behavior Supports (SW-PBS), and other evidence-based interventions Implementation, scaling, and district continuous improvement practices Data-based decision making and Early Warning Systems Science of Reading/literacy High-quality professional development for adult learners Post-secondary transition planning and college/career readiness Missouri Educator Standards and Quality Indicators Cultural awareness, collective teacher efficacy, and interpersonal/intrapersonal skills CORE RESPONSIBILITIES The Special Education Improvement Consultant will: Provide training, coaching, consultation, and technical assistance to LEA staff. Support implementation of evidence-based instructional practices and programs that improve student achievement, graduation, dropout, and postsecondary outcomes. Assist districts with college- and career-ready planning and effective transition from school to post-school activities. Deliver high-quality professional development using DESE-approved materials. Participate in district/school improvement planning and collaborative activities with RPDC and DESE staff. Mentor new Improvement Consultants and assist with development or revision of training materials as requested by DESE. Attend required DESE, RPDC, and professional development meetings, trainings, and conferences, including the annual Postsecondary Transition Training Institute (PTTI). Participate in the development and implementation of the FY27 consultant credentialing process, including pilot activities and feedback, as requested by DESE. REPORTING REQUIREMENTS Complete monthly consultant logs and submit required data through the DESE-designated system by the 5th of each month for the preceding month. Submit training attendance records to DESE by the 5th of each month for the preceding month. TRAVEL Regular travel is required in the consultant's assigned region (Mid-Missouri). There could also be travel in the neighboring RPDC regions for DESE-required activities, meetings, and conferences. Shift Monday-Friday, 8:00am to 5:00pm 12 month appointment. 40 hours per week. Minimum Qualifications A Bachelor's degree or an equivalent combination of education and experience and at least 4 years of experience from which comparable knowledge and skills can be acquired is necessary. Preferred Qualifications Bachelors Degree in Education/Special Education Three years of classroom experience, elementary/secondary content-specific teaching certificate are preferred. Experience in special education instruction, intervention, and assessment practices.
