Harkcon is seeking a mission-focused professional to support CISA International in advancing international cybersecurity, critical infrastructure security, resilience, and emergency communications priorities.
The Journeyman International Travel and Program Analyst supports CISA's agency-wide international travel process and related international program-management activities. The role provides proactive traveler guidance, workflow coordination, reporting, records management, and support for international arrangements and agreements.
Location: National Capital Region. Hybrid telework and work at DHS/CISA, 4200 Wilson Boulevard, Arlington, Virginia 22203.
Security and Suitability: Ability to obtain and maintain DHS Public Trust suitability required.

Key Responsibilities
- Develop and maintain a repository for international arrangements and agreements for which CISA and DHS have reporting responsibilities.
- Manage and improve the agency-wide international travel process and provide customer-centered guidance to CISA international travelers.
- Manage request letters for visas and official passports, including drafting, coordinating, clearing, transmitting, and delivering required materials.
- Support international travel information sessions, frequently asked questions, traveler communications, and trip-report collection and distribution.
- Draft analysis, reports, briefing materials, statistics, graphics, and charts on international travel locations, volume, and trends.
- Coordinate with CISA offices and interagency partners to ensure streamlined fulfillment of international travel requirements and processes.
- Support maintenance of webpages, internal platforms, dashboards, records, and other frequently referenced information related to international activities.
Required Qualifications
- Demonstrated experience in federal program support, travel process administration, business or program analysis, customer service, workflow management, or a related discipline.
- Strong writing, organization, customer-service, data-management, and stakeholder communication skills.
- Ability to manage sensitive travel documentation, deadlines, records, and multiple concurrent customer requests with accuracy and discretion.
- Ability to safeguard Privacy Act, Sensitive but Unclassified, and other sensitive information in accordance with DHS requirements.
- Ability to participate in calls or engagements outside normal core work hours when needed to accommodate differing time zones.
Preferred Qualifications
- Experience supporting international travel, official passports, visas, foreign travel approvals, or federal travel policy and processes.
- Experience with dashboards, web content, records management, process improvement, or reporting tools.
- Experience supporting DHS, CISA, another federal agency, or an international affairs program.
Additional Details
- This is a full-time position, estimated at 1,912 hours per contract year, unless otherwise stated in the posting.
- Work is generally performed Monday through Friday during core business hours. Support outside normal business hours, including weekends or holidays, may occasionally be required to support mission needs.
- Domestic and international travel may be required. Government-directed reimbursable travel requires advance approval.
