About the Job

Position Overview:

The Resource Responsibility Center (RRC) Finance Manager oversees the operational execution, transaction systems, and process compliance for the Medical School Dean's Office. This role manages oversight for institutional budgeting systems, tuition/fee setups, University of Minnesota Foundation partnerships, internal/external service organizations, and contract execution. The RRC Manager serves as the school's Lead Certified Approver, ensures adherence to localized and university-wide standard operating procedures (SOPs), and supervises core accounting staff. This position operates at the intersection of transactional accuracy and high-level policy enforcement to safeguard institutional assets and resources.

Duties/Responsibilities:

40%: General Ledger, Audit, and Compliance

  • Serve as the Lead Certified Approver for the Medical School, reviewing and releasing high-value transactions
  • Lead the high-level operational analysis of budget variances, financial fluctuations, and compliance reporting (including GASB33 compliance and flux analysis)
  • Serve as the primary administrative point of contact for the university Accounts Receivable (A/R) Office and central asset management teams
  • Track external institutional transfers, manage centralized purchasing workflows for the Dean's Office, and administer professional development funds
  • Partner directly with the Grants to Advance Graduate Education (GAGE) teams; handle the tracking, reporting, and systematic monitoring of recruitment funds
  • Assist in executing Academic Funds Flow adjustments and track funding mechanisms for affiliate undergraduate programs

25%: Contractual Agreements & Lease Management

  • Exercise delegated signature authority to execute contracts, property leases, External Service Organization (ESO) agreements, Exception to Bid (ETB) contracts, and other agreements as needed
  • Manage the end-to-end routing, repository management, and compliance reviews for all Dean's Office institutional agreements
  • Develop and deliver training related to compliance in contract administration

10% Enterprise Budgeting & System Management

  • Direct and oversee the annual Enterprise Financial System (EFS) budgeting process for the Medical School; systematically upload allocations and authorize final college-level system approvals
  • Formally enter tuition rates and approve student fees within the Tuition and Fee Management System (TFMS) and serve as a resource for Medical School units developing course fees
  • Review and authorize one time facility and technology funding requests for the Dean's Office
  • Act as the primary operational tracker for facilities and capital improvement projects

5%: University Foundation Alignment

  • Serve as an authorized University Foundation (UMF) signer; manage and audit the roster of foundation signature authorities across the Medical School
  • Authorize foundation billings, clear systematic gift deposits, and ensure donor-restricted funds are routed cleanly into destination university accounts

5%: Internal & External Service Organizations (ISO/ESO)

  • Formulate cost-recovery rates for Dean's Office Internal Service Organizations (ISOs) and External Sales Organizations (ESOs); draft and file the formal infrastructure paperwork required to activate them
  • Manage and approve new ISO/ESO applications and oversee the ongoing execution of contracts for Medical School units
  • Monitor and coordinate localized response efforts for official ISO audits to ensure operational compliance

10%: Staff Supervision & Talent Development

  • Direct, supervise, and mentor the Dean's Office core accounting staff; execute performance evaluations and talent management initiatives
  • Plan, schedule, and lead professional training initiatives for the broader finance team, including localized onboarding and "Connecting to Mission" events

5%: Other

  • Lead the Standard Operating Procedure (SOP) Committee in its annual review of fiscal standards; champion the design, editing, and indexing of the school's financial SOP library
  • Represent the Medical School on the Account Reporting Tool (ART) Steering Committee
  • Attend RRC meetings and disseminate information to Medical School units
  • Other duties as assigned
Qualifications

Required Qualifications:

  • BA/BS in Accounting, Finance, or business administration. As well as 8 years of related experience with progressively increased levels of responsibility, focus, and scale.

Pay and Benefits

Pay Range: $160,000 annually; depending on education/qualifications/experience

Time Appointment: 100% Appointment
