Description

This position has the dual function of assisting the Office of Compliance in working to protect the privacy of our patients as well as facilitating release of information requests. The position will assist in fulfilling individual medical records requests as well as managing processes related to the release of information vendor partner. The position assists with the development, implementation, maintenance and oversight of the organization's policies, procedures and guidelines pertaining to HIPAA and Privacy, as well as monitoring compliance with all HIPAA Privacy rules and regulations and any other applicable federal and state laws and SIU policies.

This position will administratively report to the ROI & Privacy Manager who reports to the Deputy Chief Compliance Officer who reports Chief Compliance Officer who reports to the Dean and Provost of the SOM. This position will work closely with the other staff members in the Office of Compliance, and academic and administrative departments/units of the School of Medicine (SOM) and SIU HealthCare. Principal duties will be located at the SOM in Springfield, Illinois but occasionally travel will be required to SIU Carbondale and other affiliated academic and clinic sites.

  1. Coordinates and facilitates release of information correspondence with SIU release of information vendor or other responsible party.
  2. Monitors release of information activities completed by and on behalf of SIU Medicine for accuracy and compliance with regulatory requirements.
  3. Evaluate potential barriers to timely release of information and escalate with SIU operational leaders as needed.
  4. Review and filter miscellaneous correspondence to appropriate clinical teams.
  5. Fosters communication and maintains relationship with SIU release of information vendor.
  6. Investigates and resolves concerns related to release of information requests as needed.
  7. Receives, tracks, investigates and resolves privacy questions and concerns received through the compliance hotline, email boxes and other sources.
  8. Provides privacy training to employees under the guidance and direction the Office of Compliance leadership
  9. Reviews, recommends, and revises current HIPAA privacy policies, standards and procedures to reflect currently regulatory requirements.
  10. Assists in the development of an internal privacy audit and risk assessment program to proactively identify breaches and weaknesses in privacy safeguards.
  11. Identify potential privacy violations and perform risk analysis for each breach.
  12. Investigate and coordinate responses to internal inquiries and investigations for potential breaches of protected health information within the timeframe defined by the Department of Health and Human Services Office for Civil Rights.
  13. Maintain appropriate logs of activity and compile statistical and status reports as requested.
  14. Assist in the development of mandatory annual and new employee orientation of HIPAA privacy for colleagues.
  15. Maintain current awareness about privacy laws and industry developments pertaining to privacy.

Qualifications

Credentials to be Verified by Placement Officer
  1. Bachelors degree in any discipline; emphasis placed on analytical reasoning, problem-solving and decision making skills.
  2. Minimum of 1 year of professional or clinical experience within a healthcare organization.
Knowledge, Skills and Abilities (KSAs)
  1. Knowledge of general office practices and procedures
  2. Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  3. Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects
  4. Skill in oral and written communication
  5. Ability to work effectively with staff, the public, and outside constituency groups
  6. Ability to organize and multi-task
  7. Ability to supervise and knowledge of administrative concepts and methods.
  8. Ability to utilize various computer software packages
  9. Ability to work independently and exercise judgment in order to be able to analyze and investigate a variety of questions or problems

Condition of Employment
