The Recruitment and Classifications Unit is seeking to hire a detailed-oriented candidate to serve as a Structured Hiring Analyst. The candidate will coordinate and facilitate all aspects of structured hiring for the agency. This process requires uniform assessment standards, including asking every candidate the same predetermined questions in the same order and utilizing standardized rating scales to evaluate responses and mitigate bias. The hiring practices must strictly comply with civil service regulations, New York State Civil Service Law, and the City's Equal Employment Opportunity (EEO) Policy.
The Structured Hiring Analyst will be responsible for conducting comprehensive reviews of applicant resumes and supporting documentation to determine whether candidates meet the minimum qualification requirements for specific titles. The analyst will evaluate the candidate's eligibility, verify qualifications, and ensure that interviews selections are made in accordance with the established Civil Service guidelines, merit-based hiring principles, and EEO standards. The analyst will maintain and manage a comprehensive tracking system for TOI recruitment activities, monitor each position from job posting through candidate selection, onboarding, and final hire. Including developing and maintaining detailed spreadsheets and databases to track applicant flow, interview outcomes, selection decisions, hiring timelines, and other critical recruitment metrics. The analyst will analyze and reconcile hiring data to ensure accuracy, completeness, and compliance with reporting requirements. In addition, they will develop, review, revise, and maintain structed interview materials, interview questions, and the scoring guide. The candidate will also ensure that the established best practices designed to promote fair, objective, and consistent candidate assessments. The incumbent will maintain/use a centralized repository of approved interview questions and hiring resources, documentation is current, standardized, and readily available to hiring managers and recruitment staff.
The Structured Hiring Analyst will collaborate with stakeholders across the agency to support workforce planning initiatives, provide guidance on structure hiring procedures, monitor recruitment progress, identify improvements, and help ensure transparency, equitable, and efficient hiring activities throughout the agency. The analyst will perform and carry out special projects and other related duties as required for the Human Resources Office.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or 2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or 3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or 4. Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
