Job Summary:

Manages the operations of healthcare practices(s) to include fiscal, human resources and practice management operations. Under the general supervision of the Director of Operations for HBC (Hematology, Blood & Marrow Transplant and Cellular Therapy), Parnassus Infusion Center. The Administrative Director will work independently and have primary responsibility for the supervision of administrative staff and shared oversight for the medical assistant and nursing staff. The Administrative Director will be responsible for supervising the operational, human resource, administrative and business functions of Hematology, Blood & Marrow Transplant, Cancer Immunotherapy, the Parnassus Infusion Center (including Apheresis and Photopheresis), Parnassus locations of Geri-Oncology, Psycho Oncology, Cancer Diagnostics, and Symptom Management and any satellite and affiliated clinics when those practices provide services at more than one location. The Administrative Director must have the ability to perform and prioritize multiple tasks and work well with staff, patients and providers. A high degree of independence, initiative, assertiveness, and diplomacy are necessary in dealing with faculty, staff and patients in a complex environment. The Administrative Director has daily oversight of the practice financial operations to ensure compliance with existing funds flow model and allocation of expense. The Administrative Director also works on a regular basis with leadership in the Departments of; Radiation Oncology, Surgery, Medicine, Psychiatry, Pathology, Radiology, Infusion Services, Periop, Sterile processing and specific inpatient units where surgery patients are admitted to ensure practice operations are meeting departmental objectives

Department Description:

The UCSF Helen Diller Family Comprehensive Cancer Center is an accredited National Cancer Institute Comprehensive Cancer Center. The NCI-Designation recognizes the scientific leadership, resources, and the depth and breadth of the research in basic, clinical and population science. As a Comprehensive Cancer Center, we demonstrate the added depth and breadth of research as well as substantial transdisciplinary research that bridges these scientific areas. The clinical services encompass adult and pediatric tumors across three campuses as well as regional satellite locations. The clinical cancer program is one of the largest clinical services at UCSF Medical Center and encompasses roughly 230 non-physician FTEs, 90+ cost center, and dozens of grant and philanthropic funding sources. At the UCSF Helen Diller Family Comprehensive Cancer Center we are truly pioneering care and leaders in all areas of cancer clinical care and research. 10 Yes Implements and monitors the financial process for a comprehensive view of current and forecasted clinic performance, to include revenues, costs, industry trends and reimbursements. Includes oversight of revenue cycle activities for practice(s) (e.g. authorizations, HAR accuracy and creation, RFI management, denial trending, etc.) Develops proposals for capital equipment and projects as well as tracking the return on investment in sponsored initiatives. Manages value improvement initiatives and is accountable for any budget discrepancies in expense, FTE, or volumes. Actively participates in annual budgeting for program and 10 year plan projections. Utilizes current trends in clinical practice patterns along with market trend data to help project evolving changes impacting operations and the budget.
15 Yes Directs the clinical, operational, quality and IT functions and staff. Recommends, executes and implements allocation of staff, space, equipment, and other resources to optimize the delivery of clinical services. Implements quality improvement systems. Ensures compliance with internal policies and external regulations.
10 Yes Researches and prepares proposals for facilities expansion, satellite and affiliate development, construction, space planning, capital equipment requests, and staffing needs for practices as well as special programs (e.g. destination programs). Accountable for execution of said proposals and programs.

In collaboration with Infusion, Radiology, Lab, Pathology, Radiation Oncology and Inpatient nursing unit directors and physician leaders, works to improve coordination of services to Cancer patients throughout their spectrum of care at UCSF. Collectively, leads staff and physician participation in continuous performance improvement initiatives targeted towards improved clinical outcomes, increased operational efficiencies and improved patient service through the health system.

15 Yes Responsible for employee recruitment, performance evaluation, progressive discipline recognition, engagement and staff development. Works collaboratively with Labor Relations on bargaining unit issues and contract negotiations at the local level. Contributes as a leader and team member to enhance provide engagement and quality of life in the clinical practice environment. Responsible for successful onboarding of all new staff and providers and offboarding, specifically ensuring clinical follow up for patients when providers depart and follow through on pending clinical information (e.g. ensuring in basket results are reviewed for other clinical members of the team).
10 Yes Research, develop and recommend internal policies, procedures and technology options for identifying, eliminating or mitigating risk management issues within the practice(s).

5 Yes Using LEAN methodology, implements processes and metrics to assure viability of existing programs and practice patient and staffing patterns, and optimize productivity, Recommends operational performance improvements that impact marketability and service. Researches models of care delivery and operational excellence to influence recommendations for improvement. Capitalizes on IT resources to improve efficiency when applicable. Prepares and presents recommendations at the committee level as needed to secure financial resources and buy in by stakeholders (e.g. CTG, AARC, Ambulatory Super Users, etc.)
2 Yes Assures internal policies and external regulations are followed in regards to billing and coding practices and cash handling.
3 Yes Works closely with clinical research team to ensure alignment of collective goals and seamless operational impact. Acts as clinical operations expert by guiding, mentoring, and training research staff on workflows, IT, and practice operations at the point of intersection between research and clinical operations.
5 Yes Acts as content expert and "go to" resource for complex initiatives including project management on behalf of the Cancer Center team (e.g. IT, software implementation, customer service, new design and construction projects, etc.)

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent combination of experience / training.
  • Minimum of 3 years overall experience in related field
  • Clinic / center management experience, with progressive expertise in practice management, scheduling, customer-service methods, incident reporting, regulatory compliance, accreditation requirements, and information technology.
  • Proven ability to organize, manage multiple priorities, and delegate and delegate work functions efficiently.
  • Demonstrated managerial skills and human resources management knowledge, including staff deployment, resource utilization, budgeting and financial management, quality improvement, and program planning and implementation.
  • Strong written, verbal, and interpersonal communications skills to convey complex information, instructions, and guidelines in a clear, concise, and specific manner, and to influence and persuade all levels of staff.
  • Knowledge of relevant healthcare and clinic operations information technology, including billing systems and patient care workflows and processes.
  • Minimum of 3 years overall experience in related field

Preferred Qualifications:

  • Master's degree in related field
  • Demonstrated knowledge of relevant regulatory requirements, as well as related legislative, accreditation, licensing and compliance environments.
