Job Summary
Fishbeck is seeking a fulltime Resident Project Representative (RPR) / Project Engineer / Project Supervisor / Inspector to join our Civil Field Team and support a variety of civil infrastructure projects throughout Greater Indianapolis and Central Indiana, including roadway, bridge, stormwater, and water and wastewater infrastructure. Responsibilities include field observation, construction documentation, contractor coordination, and verifying compliance with contract requirements for federal, state, municipal, and utility projects. The role requires travel to project sites, outdoor fieldwork, and a flexible schedule. This is an excellent opportunity to build broad technical experience and a longterm career in civil engineering and construction inspection.
Essential Functions
- Provide fulltime field inspection for civil infrastructure projects, ensuring construction complies with plans, specifications, contract requirements, and standard drawings.
- Prepare accurate daily work reports documenting quantities, pay items, materials, labor, job-site conditions, and photos; coordinate with office staff for proper documentation and timely submission.
- Maintain and verify material records, including certifications, delivery tickets, sampling documentation, tracking logs, and required QC/QA testing.
- Perform field measurements, verify quantities, validate pay items, and prepare supporting calculations, sketches, and documentation.
- Read and interpret plans, specifications, and shop drawings; verify compliance and report nonconformance promptly.
- Review schedules, RFIs, RFPs, quality control plans, stormwater compliance items, and other relevant submittals.
- Prepare, review, and recommend approval of work directives, change orders, summaries, and payment applications.
- Serve as liaison between the Contractor, Owner, and Engineer of Record to resolve constructability questions and field issues.
- Communicate with stakeholders, including utilities, businesses, schools, emergency services, and residents-regarding project impacts and coordination needs.
- Lead or participate in construction meetings and provide updates on schedule, budget, scope, progress, and upcoming work.
- Develop the Final Construction Record and support closeout, including punch list verification, field checks, and preparation of final documentation.
Desired Skills & Experience
Desired Education
- Associate or bachelor's degree in civil engineering, construction management, or a related field; or equivalent experience.
Desired Job Experience
- 5+ years of related experience in civil construction inspection, materials testing, or field engineering.
- Experience on City of Indianapolis Department of Public Works (DPW) projects or similar municipal infrastructure programs preferred.

- INDOT Certified Technician Program (CTP) (or ability to obtain).
- Preferred certifications:
- ACI Concrete (e.g., Field Testing Technician Grade I, Strength Testing Technician, Concrete Construction Special Inspector)
- INDOT HMA Field Supervisor (APAI)
- INDOT Certified Asphalt Technician (ICAT)
- INDOT Stormwater Quality Manager (SWQM)
- IWEA Construction Observation Inspector Certificate
- CESSWI (Certified Erosion, Sediment, and StormWater Inspector)
- CISEC (Certified Inspector of Sediment and Erosion Control)
- or equivalent credentials
- Materials Testing & Field Skills
- Proficient with INDOT material testing categories or equivalent geotechnical/construction materials testing for concrete, asphalt, earthwork, and utilities.
- Software & Digital Tools
- AASHTOWare Project Construction & Materials, SiteManager, CIP Inspection Client, Appia Construction Management, Procore or Bluebeam.
- Proficient in Microsoft Office (Word, Outlook, Excel, Teams)
- Other
- Strong written and verbal communication; able to interact professionally with contractors, the public, utilities, and project owners.
Valid driver's license with a good driving record; available for fieldwork, occasional travel, extended hours, and outdoor environments
Minimum Physical Requirements
- Ability to stand and sit as needed on project sites. Ability to drive a motor vehicle to reach work sites; ability to maneuver project sites with uneven terrain. Ability to read printed materials and a computer screen; and hearing and speech to communicate. Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.
- Ability to lift 50 pounds of testing equipment or materials.
