Job Description

The Learning & Organizational Development Business Partner GL plays a strategic and hands-on role in aligning learning, leadership development, and organizational development initiatives with business needs across Tower's US sites.
This role serves as the L&OD GL for San Antonio and Newport Beach, with responsibility for cross-site alignment, prioritization, project management, and execution of key L&OD initiatives.
The role partners closely with site leaders, HRBPs, and Global L&OD to identify needs, translate business priorities into practical learning and OD solutions, and ensure consistent implementation and impact.
In addition, this role provides professional guidance and ongoing support to the L&OD BP in Newport Beach, supporting prioritization, capability building, execution, and follow-up across both US sites.

  • Partner with business leaders to assess learning and development needs aligned with strategic objectives.
  • Serve as the L&OD GL for Tower's US sites, supporting both San Antonio and Newport Beach.
  • Lead cross-site L&OD planning, prioritization, execution, and follow-up.
  • Provide professional guidance and ongoing support to the L&OD BP in Newport Beach, including alignment on priorities, work plans, implementation, and follow-up.
  • Build and manage a US L&OD work plan, including key initiatives, timelines, owners, dependencies, risks, and impact measures.
  • Partner with site leaders and HRBPs to identify shared needs across sites and translate them into practical learning and OD solutions.
  • Design, implement, and evaluate learning solutions including leadership development, onboarding, and team effectiveness programs.
  • Lead organizational development initiatives such as change management, culture transformation, and employee engagement.
  • Analyze performance data and feedback to inform learning strategies and measure program impact.
  • Develop and deliver training content, workshops, and learning experiences using modern instructional design methodologies.
  • Collaborate with HR to ensure cohesive development strategies.
  • Manage external vendors, budgets, and logistics for learning programs and events.
  • Support the implementation and optimization of learning technologies and platforms (e.g., LMS, e-learning tools).
  • Act as a trusted advisor to leaders and employees on development opportunities and career growth.
Job Requirements
  • Bachelor's degree required (preferred fields: Organizational Psychology, Education, HR, Business); Master's degree is a plus
  • 3-5 years in L&D, OD, or HR roles with proven impact
  • Experience designing and delivering training programs and workshopsAbility to interpret data, assess needs, and measure learning effectiveness
  • Proficiency in LMS platforms, AI Tools, Microsoft Office, and e-learning tools (e.g., Articulate)
  • Strong written and verbal communication skills in English
  • Strong project management orientation, including planning, prioritization, stakeholder follow-up, risk management, and execution across multiple projects and sites. Excellent organizational skills and ability to drive initiatives from diagnosis to implementation and measurement.
  • Ability to provide professional guidance and direction to another L&OD team member, including prioritization, alignment, feedback, and follow-up, without necessarily having direct managerial authority.
  • Business acumen and ability to translate strategy into development solutions
  • Comfortable working in dynamic environments with shifting priorities. High level of ownership, initiative, accountability, and independent judgment. Ability to work independently, identify needs, propose practical solutions, and drive execution with limited direction.
