The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.

Primary Responsibilities

As an Engineering Lead, you will provide technical leadership for one or more Agile software delivery teams supporting the modernization, development, and sustainment of mission-critical federal applications. You will mentor engineers, guide technical decisions, and partner with product, program, and government stakeholders to deliver secure, scalable, high-quality software using modern Agile and DevSecOps practices.

You will serve as both a technical leader and people manager, helping engineering teams grow while ensuring successful delivery of program objectives.

Responsibilities



  • Lead one or more cross-functional Agile software engineering teams through the full software development lifecycle.
  • Provide technical leadership, mentorship, and career development for software engineers.
  • Partner with Program Managers, Product Managers, Architects, UX Designers, QA, DevOps, and Security teams to deliver high-quality software solutions.
  • Guide engineering teams in solution design, architecture discussions, code quality, and engineering best practices.
  • Lead Agile ceremonies including sprint planning, backlog refinement, sprint reviews, retrospectives, and technical planning sessions.
  • Promote modern engineering practices including CI/CD, automated testing, peer code reviews, secure coding, and continuous improvement.
  • Help identify technical risks, dependencies, and delivery challenges while developing practical mitigation strategies.
  • Collaborate with leadership to establish engineering priorities, technical roadmaps, and delivery plans.
  • Support production operations through troubleshooting, root cause analysis, and continuous operational improvements.
  • Communicate engineering progress, technical decisions, risks, and recommendations to leadership and stakeholders.
  • Participate in technical recruiting, candidate interviews, and engineering talent development.
  • Support hiring, performance management, mentoring, PTO approvals, workload planning, and team development.


Required Skills



  • Bachelor's degree and 9+ years of professional software engineering experience (additional experience may substitute for education)
  • Minimum 2 years leading, mentoring, or coaching software engineers or technical teams
  • Experience leading Agile software development efforts from design through production deployment
  • Strong software engineering background building enterprise web applications or distributed systems
  • Experience designing scalable, maintainable, and secure software solutions
  • Experience working within Agile environments using Scrum, Kanban, SAFe, or similar methodologies
  • Experience collaborating across Engineering, Product, UX, QA, DevOps, Security, and Program Management teams
  • Experience performing technical design reviews, code reviews, and mentoring engineering teams
  • Strong written and verbal communication skills with the ability to communicate technical concepts to both technical and non-technical audiences
  • Experience supporting production systems, troubleshooting issues, and driving continuous improvement
  • U.S. Citizenship with the ability to obtain and maintain a DHS Public Trust


Desired Skills



  • Experience supporting USCIS, DHS, or other Federal Civilian agencies
  • Experience with AWS cloud environments and cloud-native application development
  • Experience with DevSecOps practices, CI/CD pipelines, and Infrastructure as Code
  • Experience with Java, Spring Boot, Angular, React, .NET, or similar enterprise technology stacks
  • Experience with Kubernetes, Docker, Jenkins, GitHub, SonarQube, Splunk, Kafka, PostgreSQL, Oracle, or comparable enterprise technologies
  • Experience supporting Human-Centered Design (HCD) and user-centered software development
  • Familiarity with Section 508 accessibility standards and federal digital service best practices
  • Experience modernizing legacy enterprise applications
  • Experience participating in proposal support, technical demonstrations, or solution architecture discussions
  • General understanding of federal contracting, contract delivery, and compliance requirements

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
