THE POSITION

As a Fiscal Management Specialist 1 with the Department of Human Services, you will support the financial planning that keeps major programs running smoothly. This position offers an opportunity to work with data, prepare budget materials, and contribute to decision making. DESCRIPTION OF WORK

This position supports budgeting and fiscal analysis for key programs by organizing financial data, preparing reports, and helping monitor expenditures. It involves working with program offices, reviewing budget materials, and assisting with financial planning activities under close supervision. As a Fiscal Management Specialist 1, you will perform the following duties:

  • Budget Preparation: Develop and compile budget materials and expenditure projections for assigned programs
  • Data Analysis: Review fiscal information, spending trends, and revenue projections to support planning needs
  • Program Support: Assist program offices with funding requests, justifications, and resolution of fiscal concerns
  • Report Development: Prepare narratives, templates, and supporting documentation for state and federal budget submissions
  • Expenditure Monitoring: Track expenditures, commitments, and revenues to ensure alignment with approved spending plans
  • Financial Review: Analyze year-end balances, commitments, and variances to support adjustments and closing activities

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. You will be required to report to the office 2 days per week, as determined by the Division Director or Bureau Director. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Financial Programs Trainee (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of experience in paraprofessional fiscal administration work, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
