SUMMARY

The Business Analyst Manager leads the County's Business Analysis practice, overseeing a team of 6-10 Business Analysts who serve as liaisons between County departments and Information Technology Solutions (ITS). This position is responsible for establishing and maturing a modern business analysis framework that emphasizes stakeholder analysis, process modeling, solution evaluation, AI utilization to improve capacity of teams and quality of work products, and business case development. The role requires balancing the strategic development of BA capabilities with current operational realities, including transitioning the team from a hybrid BA/Help Desk support model toward a focused business analysis function to drive process improvement and greater utilization of technology to meet departments' mission and regulatory objectives.

The Business Analyst Manager partners closely with ITS Leadership to develop workflows and escalation paths that enable Business Analysts to concentrate on high-value analysis activities while maintaining responsive support for departmental technology needs during the transition period.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Team Leadership & Development
* Supervise, mentor, and develop a team of 6-10 Business Analysts, conducting performance evaluations, setting professional development goals, and providing regular coaching and feedback.
* Manage team workload and assignments, balancing departmental liaison responsibilities, project work, and enterprise system support across the BA team.
* Build team competencies in core business analysis disciplines including requirements gathering, stakeholder analysis, process modeling / process mapping, and solution evaluation.
* Build team's ability to work extensively with generative AI to automate workflows, create and maintain Agents, and assist departments with AI adoption to increase capacity and capabilities, improv quality of work products/deliverables, and customer/constituent satisfaction.
* Build the team's ability to work with structured data for visualization, analysis, and data story telling and use of AI to achieve data analysis and visualization tasks.
* Identify training needs and coordinate professional development opportunities, including pursuit of industry certifications (IIBA, PMI-PBA) where appropriate.
* Recruit, interview, and onboard new Business Analysts as positions become available.
* Oversee BA team members with dedicated enterprise application support roles including the County's financial system (Infor), ensuring consistent service delivery.
* Develop and manage the BA team budget, including training, tools, and professional development expenditures.

Business Analysis Practice Development
* Establish and implement a modern business analysis framework aligned with IIBA BABOK standards, adapting industry best practices to County government context and constraints.
* Develop standardized templates, tools, and methodologies for requirements documentation, process analysis, business case development, and solution evaluation.
* Define and track metrics to measure BA team effectiveness, departmental satisfaction, and practice maturity over time.
* Create and maintain standards for BAs to follow on project or system document generation, collection, and organization and storage for consistent application across the County department.
* Coordinate with ITS team members to upskill BAs on use and creation of AI agents and in the procurement and adoption of team tools for project management, objectives and key results tracking, data visualizations and dashboards using SaaS low code tools or self-service creation use generative AI.
* Partner with the Help Desk Manager to establish appropriate escalation paths, service level expectations, and workflow handoffs that reduce BA involvement in routine technical support while maintaining departmental responsiveness.

Stakeholder & Strategic Relations
* Serve as escalation point for BA's supporting complex departmental requirements and cross-functional technology initiatives.
* Build and maintain relationships with key department stakeholders to understand business priorities and technology needs addressed by the BA team.
* Represent BA team interests and perspectives in ITS leadership discussions and cross-functional planning.


QUALIFICATION REQUIREMENTS

Education & Experience
* Bachelor's degree in Computer Science, Information Systems, Business Administration, Public Administration, or related field.
* Minimum 7 years of progressive experience in business analysis, systems analysis, or IT project management.
* Minimum 3 years of supervisory or team lead experience, with demonstrated ability to develop staff and build team capabilities.

Knowledge, Skills & Abilities
* Strong knowledge of business analysis principles, methodologies, and best practices (BABOK or equivalent framework).
* Demonstrated experience with requirements gathering, process modeling, and solution evaluation techniques.
* Experience improving business analysis practices, methodologies, or standards within an organization.
* Strong written and verbal communication skills with technical and non-technical audiences.
* Demonstrated ability to build relationships with diverse stakeholders and navigate organizational dynamics.
* Experience managing multiple concurrent priorities and projects.
* Curiosity. The desire to think outside the box and willingness to try new approaches, learn from mistakes, and pivot to try again and be successful.

PREFERRED QUALIFICATIONS
* Master's degree in Information Systems, Business Administration, Public Administration, or related field.
* IIBA certification (CCBA or CBAP) or PMI Professional in Business Analysis (PMI-PBA).
* Project Management Professional (PMP) or equivalent certification.
* .Experience with data visualization and business intelligence tools.
* Public sector, local government, or county government experience.
* Experience leading organizational change initiatives or practice transformation efforts.
* Knowledge of IT service management frameworks (ITIL).
