Under general supervision, administers and enforces the City's business license ordinance; collects and accounts for related fees and fines; inspects businesses and construction activity for business licenses compliance; investigates and collects delinquent business license fees; and performs related technical and clerical work as assigned. Reports to the City Business License Administrator.

Essential Job Functions |
- Enforces the business license ordinance; explains, interprets, and provides guidance regarding tax laws and regulations to the public as required.
- Patrols throughout the City looking for violations and enforces municipal ordinances requiring business licenses for all construction, and other activities within the City limits.
- Receives and responds to inquiries, concerns, complaints, and requests for assistance regarding areas of responsibility.
- Inspects new and existing businesses to ensure they are operating with up-to-date City business licenses; provides information and assistance to businesses as required to facilitate compliance with the City's business license ordinance.
- Performs general clerical work as required, including but not limited to processing business license applications and issuing licenses/receipts/decals, preparing computerized reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, etc.
- Works with general contractors and home builders in the field to ensure that all subcontractors are properly licensed and appropriate fees are paid. Confers with individuals or business representatives by telephone, correspondence, or in-person to determine compliance and to enforce collection.
- Maintains daily log and inspection reports of field activity. Prepares a variety of studies, reports, and related information for decision-making purposes.
- Refers to policy and procedure manuals, codes/laws/regulations, publications and reference texts, etc.
- Operates a variety of equipment such as personal computers, motor vehicles, telephones, credit card machines, body cameras, electronic equipment, etc.
- Attends meetings, workshops, conferences, etc., as appropriate for certifications and to enhance job knowledge and skills.
- Explains regulations and ordinances without creating undue tension between the businesses and city government, obtains voluntary compliance when possible, or issues summons as appropriate; recommends remedial action to achieve compliance. Recommends criminal prosecution when appropriate.
- Stays informed of current city, county, state, and federal business license regulations to provide recommendations for needed changes in business license ordinances, policies, and procedures.
- Assists the Business License Administrator in annual business license renewals with processing and issuing licenses; and fills in for the Business License Administrator when necessary.

Minimum qualifications & Requirements

Minimum Qualifications: One year of full-time experience performing investigative work enforcing established laws, codes, or regulations such as building, fire, health, land use/zoning, penal or vehicle codes; experience in collections, accounting, OR an equivalent combination of training and experience. Preferred Qualifications: Associate's degree, vocational technical degree, or specialized training that is equivalent to satisfactory completion of two years of college education with emphasis in business, accounting or a closely related field. Completion of accreditation through MASC in Business Licensing. Must possess or be able to obtain by the time of hire, a South Carolina Driver's License
