TISTA Science and Technology is seeking an experienced and dedicated Analytical Support Specialist to provide comprehensive analytical support to the Chief Management Office-Business Office-FPAD Billing Team. This role is pivotal in supporting the billing, invoicing, and collections of Financial Services Center (FSC) service level agreements (SLAs) and franchise agreements (FAs), via iFAMS and G-Invoicing. The incumbent will play a critical role in processing and monitoring all revenue activity, in accordance with VA Financial Policy.

Responsibilities

  • Conduct thorough reviews and substantive analysis of all revenue product lines supported by FSC.
  • Develop strategies to enhance the billing team's functions by leveraging technology to capture, report, analyze, and collect all revenue due to the FSC.
  • Research past collections actions to determine causes for errors and mitigate future issues with timely collections.
  • Design, evaluate, create, and analyze processes to create approximately 100 invoices monthly, for over sixty customers.
  • Deliver monthly and year-to-date reports.
  • Monitor and report revenue by multiple budgets - using customer agreements, product lines, cost centers, G-invoicing orders, and period of performance.
  • Collect, research, and analyze data to produce insightful information.
  • Develop and disseminate reports to provide actionable intelligence to management and stakeholders.
  • Analyze and report revenue using annual business plan documents and respond on any discrepancies.
  • Respond timely to government customer inquiries pertaining to current and prior invoices and collections.
  • Collaborate with FSC employees and project managers to select meaningful qualitative and quantitative criteria for performance evaluation.
  • Participate in the improvement of administrative support through the use of metrics or surveys.
  • Independently analyze and evaluate invoicing execution against all customer agreements.
  • Advise management on recommended courses of action when agreements are projected to exceed allocated amounts.
  • Research, review, and monitor FSC invoicing against customer agreements, and formulate recommendations as necessary.

Qualifications

  • Minimum 10 years of experience in supporting the billing, invoicing, and collections of Financial Services Center (FSC).
  • Proven analytical, writing, organization, and communication skills.
  • Ability to manage and prioritize multiple business office functions efficiently.
  • Experience in using Access, Excel, SQL, and PowerBI to acquire data and create revenue reports and invoices.
  • Competence in collecting and analyzing data, generating reports, and presenting statistical performance data.
  • Prior experience working w/on iFAMS (required)
  • Strong leadership and team management skills.
  • Excellent problem-solving abilities.
  • In-depth knowledge of VA operations and iFAMS Service operations, including user provisioning and customer support sustainment activities.

Education:

  • B.S. in Computer Science or Information Management.

Clearance:

  • The ability to pass a Tier 2/Modest Background Investigation.

Location:

  • Remote, USA.

Pay Range:

  • The pay for this position ranges from $93,245 to $105,395.
  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
