Foreign Military Sales (FMS) Case Manager

Avion Solutions Inc., an employee-owned company, is seeking candidates for a Foreign Military Sales (FMS) Case Manager to support AMSA. This position is located in Huntsville, AL.

Job Responsibilities/Duties:

• Execute assigned tasks and track progress through completion.

• Assess, evaluate, and advise leadership on AMSA-related Line Item equipment for feasibility, accuracy, and correctness.

• Provide input for development and deconfliction of program schedules.

• Support procurement planning and forecasting for AMSA portfolio items.

Required Experience:

• 10-15 Years of experience.

• FMS case writing and execution, as well as, developing Pricing and Availability Sheets (PAS) to support Letters of Request (LORs) and Letters of Offer and Acceptance (LOAs).

• Applying Technology Security and Foreign Disclosure (TSFD) requirements.

• Providing inputs for FMS case actions (P&As, LOAs, Amendments, Modifications) for DSAMS, including scope definition and pricing coordination.

• Creating FMS Pricing and Availabilities for new and existing requirements.

• Preparing Manpower and Travel Data Sheets (MTDS) for DSAMS with correct C9.T2 row identification.

• Reviewing LORs for accuracy, completeness, funding source, and countryspecific requirements per the Security Assistance Management Manual (SAMM).

• Using the Centralized Integration System International Logistics (CISIL).

• Supporting SAMD International Program Managers to ensure accurate lineitem pricing and Required Delivery Dates (RDDs).

• Monitoring and managing FMS cases-including Basic cases, Amendments, and Modifications-across equipment fielding, training, and services.

• Supporting CONUS/OCONUS Program Management Reviews (PMRs), training events, Working Level Meetings (WLMs), and recurring internal meetings.

• Monitoring and reporting on FMS case funds for execution and expiration.

• Ensuring cost, schedule, and performance objectives are met for Security Cooperation customer deliveries.

• Ensuring adherence to FMS regulations and statutory requirements, including AECA.

• Recommending improvements to FMS processes, fielding, and program execution

• Providing technical assistance on daytoday FMS planning and execution and supporting multiple systems with minimal supervision.

• Tracking technical assistance requirements, identifying shortfalls, and recommending corrective actions.

• Preparing and delivering briefings to O6 level leadership and FMS customers for PMRs, working groups, and technical meetings and coordinating updates to program status, progress, and forecast reports.

• Must be a US Citizen and have/able to obtain and maintain a DoD Secret Security Clearance.

• Must be able to travel up to 40% of the time.

Preferred Qualifications:

• Familiarity with the Aviation Mission Systems and Architecture (AMSA) portfolio.

• Experience in Army Aviation or Army missile systems.

• Working knowledge of Army acquisition processes and lifecycle management.

• Understanding of contract processes, including developing input for Statements of Work and reviewing Contract Data Requirement List (CDRL) deliverables.
