Responsibilities
We are seeking a knowledgeable and mission-driven Facilities Program Director to help lead the facilities strategy, modernization, and operational readiness for the Brand New Air Traffic Control System (BNATCS) program. This Director role will lead the planning, integration, and sustainment of facility infrastructure across the National Airspace System (NAS) to ensure safe, secure, resilient, and scalable environments that support next-generation air traffic operations, with our trusted partners in the workstream. This role is critical in architecting and delivering facility solutions that enable continuous 24/7 operations across Air Route Traffic Control Centers (ARTCCs), Terminal Radar Approach Control (TRACON) facilities, airport towers, and associated communication sites nationwide. Duties to include, but not be limited to:
Lead the facilities workstream on behalf of Peraton for BNATCS, partnered with our CBRE Facilities Workstream lead/key personnel, who oversees infrastructure modernization, site readiness, and environmental system integration across the NAS
- In partnership with CBRE, coordinates with FAA technical teams, facility managers, engineering services, and vendors to manage site assessments, upgrades, and new installations
- Ensure facilities properly support voice, automation, surveillance, telecom, and cybersecurity systems, including power, HVAC, cooling, grounding, fire suppression, and physical security
- Establish and enforce standards for redundancy, resiliency, and continuity of operations (COOP) to maintain 24/7 mission-critical availability
- Oversee facility readiness for system deployments, ensuring alignment between infrastructure upgrades and technology cutovers
- Facilitate CBRE-led development and review of facility design packages, site implementation plans, environmental control strategies, and commissioning documentation
- Support Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), Operational Readiness Reviews (ORRs), and live operational transitions
- Identify and mitigate risks related to power capacity, cooling loads, structural limitations, environmental controls, or geographic constraints
- Ensure compliance with FAA facility standards, safety regulations, environmental requirements, and federal infrastructure mandates
- Coordinate closely with engineering, voice, telecom, surveillance, automation, Alaska and cybersecurity leads to ensure seamless end-to-end system performance
- Oversee lifecycle management of facility assets including backup power systems, UPS, generators, electrical distribution, and mechanical systems
- Manage geographically distributed site deployment teams and contractors supporting national facility modernization efforts
- Validate service level performance for facility uptime, energy efficiency, redundancy, and operational resilience
- Ensure facilities meet federal energy, sustainability, and resilience goals
- Participate in system-level design reviews, Technical Interchange Meetings (TIMs), milestone reviews, and executive-level readiness briefings
- Collaborate with President, EVP, Portfolio and Solutions Director, subcontractors, and FAA stakeholders to ensure delivery aligns with program objectives, cost, schedule, and risk controls
- Establish continuous feedback loops to improve facility design standards and evaluate emerging infrastructure technologies to future-proof BNATCS facilities
- Champion a culture of accountability, systems thinking, safety, and mission focus across the facilities domain
- Serve as the P&L lead for the Facilities Workstream
- Provide direct oversight of the CBRE subcontracts, including crafting SOWs, monitoring performance, etc
Qualifications
Basic Qualifications:
- U.S. Citizenship Required
- Must have the ability to obtain / maintain a Public Trust clearance
- Bachelor's or Master's Degree in Electrical Engineering, Mechanical Engineering, Civil Engineering, Systems Engineering, Computer Science OR 5+ additional years of experience
- 16 years of experience in program management for mission-critical applications, infrastructure engineering, cyber or aviation-related modernization
- ITIL experience
- Lean Six Sigma Or Agile expertise (Experience working within Agile program structures and participating in sprint reviews, technical reviews, and integrated product teams)
- Cyber Threat Hunting, Vulnerability Assessment and Management
- P&L experience/understanding
- Experience supporting 24/7 operational environments with strict uptime requirements
- Experience working government proposal
- Strong understanding of physical security, access control, and environmental monitoring systems
- Working knowledge of lifecycle asset management and sustainment planning
- Deep technical fluency to engage engineers, architects, construction managers, facility operators, and IT specialists
- Strong analytical, problem-solving, and leadership capabilities
- Outstanding communication and stakeholder engagement skills
Preferred Qualifications
- Project Management Professional (PMP) certification
- Certified Facility Manager (CFM) or equivalent credential
- Experience with FAA facility architecture and contingency planning
- Knowledge of federal sustainability and resilience standards (e.g., energy optimization, hardened infrastructure design)
- Experience supporting FAA facilities including ARTCC, TRACON, tower, or communications sites
- Basic knowledge in power systems (utility feeds, generators, UPS), HVAC systems, and environmental control systems supporting high-availability environments
- Proven experience managing upgrades or modernization efforts in regulated or federal environments
- Understanding of redundancy design (N+1, 2N), failover planning, and infrastructure resilience
- Experience integrating facility infrastructure with telecommunications, automation, and IT systems
- Knowledge of building codes, electrical standards, safety compliance, and federal facility requirements
- Familiarity with facility commissioning, acceptance testing, and turnover processes
- Experience coordinating geographically distributed site upgrades and infrastructure deployments

Target Salary Range
$146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
