The Construction Energy Marshal (CEM) is the on-site authority responsible for planning, coordinating, controlling, and documenting all energy isolation and energization activities on data center construction projects.

This role ensures safe execution of high-voltage electrical systems, UPS systems, generators, switchgear, mechanical plants, and controls infrastructure in environments where energized systems may impact live operations.

The Energy Marshal protects personnel, equipment, and uptime by enforcing strict energy control protocols aligned with OSHA, NFPA 70E, and mission-critical best practices.

Some things you can expect to do:

  • Develop and enforce the Project Energy Control Plan specific to data center infrastructure.

  • Manage LOTO for:
    • Medium voltage gear (5kV-35kV)

    • Switchgear and switchboards

    • UPS systems and battery strings

    • Generators and paralleling gear

    • CRAC/CRAH units and mechanical plants

  • Verify zero-energy state prior to work execution.

  • Maintain detailed switching logs and isolation tracking.

  • Lead energization sequencing for:

    • Utility tie-ins

    • Generator startup

    • UPS static bypass transitions

    • A/B system commissioning

    • Mechanical Equipment.

    • Live campus expansions

  • Coordinate with utility providers and owner operations teams.

  • Ensure no unplanned impact to existing live data halls.

  • Review and approve Method of Procedure (MOP) and Energized Work Permits

  • Partner with Commissioning Authority to validate energization boundaries.

  • Confirm proper labeling and arc flash studies are in place prior to energization.

  • Manage transition from temporary power to permanent power.

  • Oversee black building tests and integrated systems testing (IST).

  • Validate redundancy integrity (N, N+1, 2N systems).

  • Conduct daily field audits of LOTO compliance.

  • Enforce NFPA 70E arc flash and PPE requirements.

  • Stop work authority for unsafe energy conditions.

  • Lead energy hazard pre-task planning discussions.

  • Monitor battery safety, fuel systems, and stored energy risks.

  • Maintain master energization matrix.

  • Track real-time status of energized systems.

  • Maintain red-line one-line diagrams.

  • Issue daily energy status reports to project leadership and client.

  • Assist in documenting all energy-related incidents or near misses.

Some things you should expect to have (Skills & Competencies):

  • Mission-critical mindset and attention to detail

  • Strong coordination across multiple MEP disciplines

  • Calm, decisive leadership during high-risk testing events

  • Excellent communication with owners, engineers, and commissioning teams

  • Ability to manage fast-paced schedules and phased turnovers

  • High school diploma or equivalent (technical or trade background strongly preferred)

  • 8+ years of construction supervision experience in mission-critical or data center environments

  • Extensive experience with electrical and mechanical commissioning of critical systems

  • Strong understanding of redundancy concepts, system interdependencies, and sequencing

  • Ability to read and interpret drawings, single-line diagrams, and commissioning scripts

  • Demonstrated leadership in safety-critical environments

  • Direct experience delivering Tier III or Tier IV data centers

  • Familiarity with and data center commissioning best practices

  • OSHA 30, NFPA 70E, or equivalent safety certifications
