The Position

GIS Specialists perform routine, intermediate, and journey-level Geographic Information System (GIS) work in support of water utility infrastructure and operations. The primary focus of the position is the review, assessment, and interpretation of water utility project drawings, including design plans and as-built documents, to accurately record and maintain water system assets within a GIS environment. Incumbents create, edit, and maintain geospatial data using ArcGIS Pro within a versioned ArcGIS Enterprise geodatabase, ensuring cartographically correct, reliable, and utility-ready map products.

Key responsibilities include interpreting engineering and construction drawings to graphically translate water utility project information into GIS features and attributes; performing GIS data entry, maintenance, and database updates for water distribution, transmission, and related facilities; conducting quality control and quality assurance to verify spatial accuracy, attribute completeness, and data integrity; and producing maps, reports, and GIS datasets to support planning, operations, maintenance, and regulatory needs. GIS Specialists review and respond to map and data requests, develop efficient methods for generating requested products, and conduct GIS data and application research to streamline processes and support evolving water utility requirements.

The ideal candidate will demonstrate training and experience in GIS mapping and drafting related to water utility or civil infrastructure drawings, including water main alignments, valves, hydrants, meters, service connections, and associated facilities. Candidates should have experience maintaining GIS records and databases, performing detailed data entry, compiling and reviewing project drawings and records, and updating maps and asset data based on field changes and as-built documentation. Successful candidates will be able to work independently on assigned projects or collaboratively as part of a team on larger water utility initiatives requiring coordinated map production and data management.

Some typical duties of the GIS Specialist include:

*Creating, maintaining, and editing geospatial data using ArcGIS Pro within an Enterprise GIS geodatabase for EBMUD-wide use. Geospatial data may include aqueducts, pipelines, facilities, valves, hydrants, water services, rights-of-way, properties, and boundaries.

*Reviewing, assessing, and interpreting pipeline, facility, and infrastructure drawings, including design plans and as-built documents, to accurately enter project information into the GIS.

*Understanding and applying pipeline stationing, construction notes, and engineering annotations from project drawings to ensure correct spatial placement and attribute population in GIS.

*Converting engineering drawings, CAD files, and other source data into GIS format while maintaining spatial accuracy, data integrity, and water system connectivity.

*Collecting proposed and as-built drawings and data from internal and external sources and entering this information into a versioned ArcGIS Enterprise geodatabase, ensuring accurate representation of water system assets.

*Performing GIS data maintenance, data entry, and database updates for water distribution, transmission, and related facilities.

*Conducting quality assurance and quality control (QA/QC) using queries, topology rules, connectivity testing, and other GIS tools to verify spatial integrity, network connectivity, and data accuracy.

*Revising GIS data to correspond with plans submitted by engineers, contractors, and other agencies, and updating GIS records based on field observations and as-built documentation.

*Preparing, revising, and maintaining cartographically accurate maps in ArcGIS Pro in support of engineering, operations, planning, and maintenance activities, including supply and distribution systems, facilities, surveys, boundaries, and other water system information.

*Preparing and maintaining service area boundaries, including annexations and detachments and regulatory boundaries.

*Providing pipe location, facility, and asset information from GIS maps and drawings to EBMUD staff, contractors, consultants, other agencies, and the public.

*Responding to map and data requests and developing efficient methods to generate standard and custom GIS products.

*Conferring with engineers, software developers and programmers, survey teams, field personnel, and representatives of other EBMUD units to obtain information required to complete GIS assignments.

*Compiling, checking, and verifying information from multiple sources; correcting errors, omissions, and inconsistencies; reviewing the work of other GIS Specialists; and assisting with testing and evaluation of new GIS tools, applications, and features.

*Communicating with other EBMUD departments regarding GIS mapping needs, providing guidance and training on GIS data and applications, and participating in the evaluation and recommendation of GIS solutions.

Essential Functions

*Review, assess, and interpret water utility project drawings, including design plans and as-built documents, to accurately record water system assets in GIS.

*Create, edit, and maintain geospatial data using ArcGIS Pro within a versioned ArcGIS Enterprise geodatabase, ensuring spatial accuracy and data integrity.

*Perform GIS data entry, maintenance, and database updates for water distribution, transmission, and related facilities.

*Convert engineering drawings, CAD files, and related source data into GIS format while preserving network connectivity and attribute accuracy.

*Conduct quality assurance and quality control (QA/QC) using GIS tools, queries, and topology rules to verify spatial integrity and data accuracy.

*Prepare, revise, and maintain cartographically accurate maps and GIS products in support of engineering, operations, planning, and maintenance activities.

*Respond to map and data requests and provide accurate information from GIS maps, drawings, and records to internal staff, contractors, agencies, and the public.

*Coordinate with engineers, surveyors, field personnel, and other departments to obtain information necessary to complete GIS assignments.

The salary range is $8,440 per month increasing to $8,862, $9,305, $9,770, and $10,258 after 6, 18, 30, and 42 months, respectively.

Requirements

1.Completion of 60 semester units of college coursework qualified for transfer to a recognized four year college with junior standing. The required education must have included or be supplemented by 12 semester units of drafting, mathematics, GIS, computer science, engineering, and/or surveying courses which must have included algebra and geometry; AND

2.Two years of experience performing GIS mapping and/or drafting work, producing maps or engineering drawings, civil engineering, surveying, or related work.

3.Must possess a valid California driver's license and have a satisfactory driving record.

The Selection Process

1.Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, March 6, 2026. Only application materials submitted online during the filing period will be accepted.

2.Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3.All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview tentatively scheduled for April.

4.Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5.The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6.All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
