Program Management Specialist,CoastalInnovation Space

This position isresponsible for managementof the Coastal Innovation Space program at Pen Bay and Waldo Hospitals. TheProgram Management Specialist will develop program work plans,monitortimelines, manage budgets as applicable, and implement daily activities designed to achieve program goals. With minimal direction, this position leads small to mid-sized projects and coordinates cross-functional work in support of innovation initiatives.

The Program Management Specialistis responsible forengaging Pen Bay Waldo care teams and community partners in the design, implementation, and evaluation of innovation projects aligned with the mission and values of the Community Health Improvement Fund. Using community development, public health, and human-centered design principles, the incumbent willestablishand facilitate workgroups or committees; plan and host innovation programming; and support prevention, wellness, and systems-improvement initiatives thatbenefitpatients, staff, and the broader community.

This positionestablishesand maintains effective working relationships with a diverse group of stakeholders, including frontline healthcare staff, community members, schools, business owners, state and local government workers, social service agencies, healthcare providers, and community-based organizations.

This position alsoparticipatesin funder-required activities such as evaluation, reporting, coordination, and implementation of other programs or services named by the funder. The incumbent may support grant applications and renewals and mayrepresentthe program on local or statewide task forces, coalitions, or advisory boards related to community-oriented health care innovation.

Required Minimum Knowledge, Skills, and Abilities (KSAs)

Education:Bachelor's degree in a healthcare-related, public health, community development, or innovation-related field preferred, or equivalent combination of education and experience.

Experience required:2+ years of program coordination work experience. 2-4 years of health or related work experience.

Experience preferred:Experience developing and implementing community-based or organizational programs using change management or human-centered design principles. Experiencefacilitatinggroups, workgroups, or meetings with diverse stakeholders. Experience supporting innovation, quality improvement, or systems-change initiatives in healthcare or community settings.Experience navigating community and organizational hierarchies and leadership structures.

  • Strong interpersonal and communication skills, including the ability to build trust and generate buy-in among frontline staff, leadership, and community partners.
  • Demonstrated analytical, organizational, and problem-solving skills.
  • Ability to creatively translate raw ideas into actionable projects.
  • Demonstrated ability to manage and track progress of multiple projects simultaneously over time.
  • Technical acumen with common program management and reporting tools (e.g., Microsoft Office Suite, Smartsheet, SurveyMonkey or similar platforms).
  • Ability to work independently with minimal supervision while managing multiple priorities.
  • Strong prioritization and time-management skills.
  • Demonstrated ability to collaborate effectively across departments and organizations.
  • Demonstrated ability to model professional behavior, work as a high-functioning team member, respect others, andmaintainopen and honest communication.


Essential Functions

Program Management 50%


  • Plans, implements, and manages innovation programming, including brainstorming sessions, design workshops, and community or staff engagement events.

  • Serves as a primary point of contact for staff and community members withnew ideas, listening empathetically and helping connect ideas toappropriate partners, resources, or next steps.

  • Supports the collection, prioritization, and tracking of innovation projects from concept through implementation.

  • Establishes and supports committees, workgroups and task forces as needed to support the work of the Coastal Innovation Space on both campuses.

  • Supports all operational aspects of the Coastal Innovation Space, including development of program materials, tools, events, and outreach in both the Pen Bay and Waldo communities.

  • Assistsin developing andmonitoringannual program work plans, timelines, evaluation activities, and outcomes.

  • May administer program budgetandassistwith annual budget planning


Data Analysis and Reporting20%


  • Complies withfunder required reporting, if applicable.

  • Assistsin collecting, organizing, and analyzing qualitative and quantitative data related to program outcomes.

  • Identifiesimplications and lessons learned from innovation activities.

  • Prepares written reports, summaries, and presentations for internal leaders, funders, and community stakeholders.


Facilitation/Leadership 15%


  • Coordinates andfacilitateslogisticsfor meetings, workshops, and innovation events.

  • Facilitates or co-facilitates workgroups and committees to support effective and efficient collaboration.

  • Serves as an ambassador for the Coastal Innovation Space by attending departmental and community meetings to share program goals, activities, and successes.

  • Supports a culture of engagement, creativity, and continuous improvement among staff and community partners.
