Wisconsin Early Childhood Association is a statewide, nonprofit association serving as a professional association whose members care for and educate Wisconsin's children, aged birth to eight. We are affiliated with the National Association for the Education of Young Children.

WECA's mission is to advance comprehensive and transformational support of the early childhood workforce.

WECA is looking for a full-time Early Head Start Child Care Partnership (CCP) Monitoring & Compliance Manager. The Early Head Start Monitoring & Compliance Manager ensures the Early Head Start program operates in full alignment with the Head Start Program Performance Standards and local, state, and federal regulations. This role works in close partnership with agency staff, community partners, and child care partner sites to support the development, coordination, and delivery of high-quality Early Head Start services and maintains data systems critical to the program's success and compliance. This position may be required to complete additional tasks related to the Early Head Start Program.

Living in Milwaukee Wisconsin is required for this position.

Experience working in the early childcare industry is required for this position.

Spanish/English bilingual candidates are encouraged to apply for this position.

This is a hybrid position where you would be working from your home office and frequently going out into the community to work with child care partners.

Duties & Responsibilities:



  • Ensure all Early Head Start CCP sites operate in full compliance with HSPPS, licensing requirements, and other regulatory standards.
  • Oversee and manage family and childcare partnerships, ensuring alignment with program standards.
  • Maintain and manage Early Head Start data systems for accurate and timely reporting.
  • Develop and implement monitoring protocols to assess compliance across Early Head Start centers and service providers.
  • Provide training and technical assistance to staff and partners on compliance, early childhood practices, and data systems.
  • Identify and address areas of non-compliance, including health and safety risks, and implement corrective actions.
  • Prepare regular reports on monitoring outcomes, audits, and compliance activities for internal and external stakeholders.
  • Support strategic planning initiatives to enhance Early Head Start service delivery and outcomes for children and families.
  • Outreach and collaborate with community organizations and local agencies to strengthen program partnerships.
  • Ensure centers maintain safe and healthy environments in compliance with Early Head Start standards.
  • Complete additional duties as required to support the successful operation of the Early Head Start program.

Qualifications

  • Bachelor's degree in Early Childhood Education, Child Development, or related field.
  • Knowledge of Early Head Start Program Performance Standards and state licensing requirements.
  • Experience in early childhood education, compliance, or monitoring roles.
  • Strong organizational, analytical, and communication skills, with proficiency in data management systems.
  • Strong understanding of children ages birth to three.
