Description Position Summary: The Vice President of Quality Assurance provides executive leadership for agency-wide quality assurance, compliance, safety, risk mitigation, data analytics, and continuous quality improvement (CQI) across all programs and contracts. Reporting directly to the Chief Operating Officer, this role serves as the organization's senior authority on regulatory compliance, outcomes measurement, safety governance, and performance excellence. The Vice President leads the design, implementation, and oversight of the agency's CQI and compliance framework, ensuring alignment with DMH, CalAIM, Behavioral Health Services Act (BHSA), Title 22, HIPAA, and other federal, state, and county requirements. Pay Range: $110, 240.00 - $150, 000.00 annually. Requirements Education / Experience Required
- Master's degree or higher in Social Work, Public Health, Psychology, Counseling, Public Policy, Health Administration, or related discipline required; LCSW, LMFT, LPCC preferred.
- Minimum of 7-10 years of progressive leadership experience in quality assurance, compliance, performance improvement, or healthcare/social services administration.
- Demonstrated executive-level expertise in DMH contracts, CalAIM, BHSA, and Medi-Cal behavioral health systems.
- Extensive experience with outcomes measurement, dashboards, CQI frameworks, and data analytics.
- Strong working knowledge of Title 22, HIPAA, accreditation standards, and regulatory risk management.
- Experience with?business intelligence and data visualization tools?(e.g., Power BI, Tableau, Looker, or similar).?
- Proven ability to lead multidisciplinary QA, compliance, and data teams.
Clearances and Requirements
- Must successfully clear DOJ and FBI fingerprint checks.?
- Must be at least 21 years of age.?
- Valid California driver's license and current auto insurance.?
Essential Duties
- Serve as the organization's executive authority for quality assurance, compliance, safety, risk mitigation, and Continuous Quality Improvement (CQI), partnering with the executive leadership on enterprise priorities.
- Establish and enforce agency-wide quality standards, embedding quality, compliance, and outcomes into clinical practice, operations, documentation, and leadership accountability.
- Lead and govern the organization's CQI framework, ensuring it is standardized, data-driven, and integrated across all programs.
- Define CQI priorities aligned with clinical outcomes, safety indicators, regulatory requirements, and fiscal performance, ensuring sustained and measurable improvement.
- Oversee the design, execution, and evaluation of CQI initiatives, translating findings into operational changes, staff training, policy updates, and system improvements.
- Oversee agency-wide compliance with DMH, CalAIM, BHSA, Title 22, HIPAA, accreditation standards, and contractual obligations, ensuring continuous audit readiness.
- Serve as the organization's HIPAA Privacy Officer and Custodian of Records.
- Lead internal audits and oversee responses to external audits, regulatory reviews, investigations, and corrective action plans, ensuring timely resolution and sustained remediation.
- Serve as the executive lead for investigations related to quality, compliance, incidents, grievances, and regulatory inquiries, ensuring objective, well-documented outcomes.
- Provide executive oversight of organizational safety and risk management systems, including incident reporting, adverse event tracking, grievance review, and trend analysis.
- Ensure root cause analyses (RCA) are conducted for critical incidents and that corrective actions are implemented, monitored, and sustained.
- Establish and oversee safety and risk dashboards to proactively identify trends, vulnerabilities, and emerging risks.
- Partner with executive leadership on emergency preparedness, disaster response, and organizational resilience planning.
- Exercise executive ownership of all agency Key Performance Indicators (KPIs), including the development, analysis, and reporting of outcomes dashboards and contract performance metrics.
- Ensure outcomes reporting aligns with CalAIM, BHSA, and DMH performance and reporting requirements.
- Lead and develop the Quality Assurance Department, including hiring, supervision, evaluation, and professional development.
