Operations Liaison Summary/Objective The Operations Liaison acts as the primary point of contact and go-to resource for the Operations Teams in utilizing company software and industry applications to achieve Execution Excellence. This role is responsible for ensuring that the Operations Teams effectively use various applications such as Procore, Bridgit Bench, RMS, and ECMS throughout all stages of a construction project. The Operations Liaison will train, develop, and monitor the application of these tools, ensuring performance metrics and KPIs are being utilized to maintain consistency, operational efficiency, and successful project delivery. The Operations Liaison is responsible for leading all Project Administration functions. The ideal candidate will have a deep understanding of construction operations processes and be comfortable working across multiple teams to streamline workflows, develop and maintain SOPs associated with Operations Software Applications, and support seamless communication among all stakeholders. The Operations Liaison plays a critical role in helping projects stay on track, within scope, and on budget. System Administration & Application Support Serve as the Subject Matter Expert (SME) for all Operations software, including Procore, Bridgit Bench, RMS, ECMS, and other key industry applications.

* Ensure all Subcontract / PSA / PO's exhibits and documents are prepared and issued in alignment with Company policies. * Responds to a high volume of daily contract-related inquiries.
Preconstruction * Creates and implements necessary policies and procedures. * Analyzes project data. * Brings knowledge and skills from the construction industry to the process. * Lead Project Administrators, including filling in as needed when workload requires: o Creates/Formats resumes for each set of preconstruction documents. o Creates/Formats Accident Prevention Plans for each project for different entities (NAVFAC, USACE, MICC, etc.). o Create project-specific Activity Hazard Analyses. o Create all plans that go into the APP (Fire Prevention Plan, HAZCOM, Work Health and Safety, etc. o Create and format the Quality Control Plan for each project. o Create and format Environmental Protection Plan for each project, as necessary. o If any preconstruction documents are returned by the client with requested revisions: * Meet with the PM either in person or on the phone to discuss changes. * Communicate with PM throughout the entire process. * Address all requested revisions. Contractor to Client Communication/Relations * Fosters and maintains positive client relationships. * Collaborates with the Client in coordination with Project Teams to meet specific administrative goals. Document Management * Assist Operations Teams in utilizing Software Applications to maintain accurate work logs of construction activities, job information sheets, project team rosters, etc. * Creates and organizes folders for Procore / Dropbox / Sharepoint for ease of use and efficiency. * RMS o Train other employees on the correct use of RMS. * Assist Project Teams to ensure the accuracy and completeness of records saved and forwarded into Procore and pushed to Dropbox / Sharepoint. * Coordinates with Clients and NDC employees to ensure that documents are processed accurately and on time. * Reviews documents for content, formatting, and adherence to regulations. * Manages document workflow by creating new folders and filing documents according to protocol. Contractor to Subcontractor Communication/Relations * Creates and implements necessary policies and procedures. * Notifies the Project Team of any potential delays resulting from administration. Proposals * Brings knowledge and skills from the construction industry to the process. * Brings the necessary computer and technology skillsets to the process. * Writes Technical Narratives. o OCI Mitigation Plan, o Transmittal Summary Letter, o Summary of Exceptions, o Managerial Approach, o Managerial Plan, etc. * Creates Organizational Charts. * Creates Past Performance documentation. * Creates and requests Past Performance Questionnaires from previous Clients for specific projects. * Alter employee resumes for each Key Personnel position, reflecting what is needed for each project/proposal. * Format all documents associated with the bid package. * Assemble bid packages. * Deliver hard copy-required bid packages. Other Responsibilities Other duties assigned by the manager are based on business priorities. Competencies, Skills, Abilities, Qualifications * Strong understanding of construction processes and the ability to translate this into streamlined workflows and operational improvements. * Proficient in Microsoft Office Suite (Excel, Word, PowerPoint), with advanced Excel skills preferred. * Excellent written and verbal communication skills, with the ability to train, support, and collaborate with cross-functional teams. * Strong problem-solving skills, with a proactive, solutions-oriented approach. * Ability to manage multiple tasks and priorities in a fast-paced environment. * Familiarity with Procore, Bridgit Bench, RMS, and ECMS (or similar project management tools). * Experience with project controls, scheduling, resource planning, and contract administration. Supervisory Responsibility This roles supervises two team members. Work Environment Professional office environment and occasional construction site presence. Use of computers and office equipment required. Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee is regularly required to talk and hear. This position may require long periods of sitting and looking at a computer screen, using the phone and other technology. Expected Hours of Work * Monday through Friday 9:00 am - 6:00 pm with a one-hour lunch. * Occasional evening or weekend work may be required based on project schedules. Travel This position requires 15 % of travel. Required Education and Experience * Bachelor's degree in Construction Management, Business Administration, Engineering, or related field preferred. * 6+ years of experience in construction operations, project management, or a similar role with hands-on experience in construction software applications. Additional Eligibility Qualifications Must be able to get a background check and drug test.
