Title: Housing Program Specialist $57,553.60 - $79,040 / Posted Thru: 1/14/2026 Location: Hybrid - Must work and live in the state of Michigan Purpose: This position will serve as the Housing Program Specialist for the Housing Opportunities for Persons with AIDS (HOPWA) program, and is responsible for providing: subrecipient oversight and technical assistance, policy, program, and budget development, management of reporting to the federal Department of Housing and Urban Development, and other support to the Michigan Department of Health and Human Services Housing and Homeless Services Division. This position will work collaboratively with the MDHHS Bureau of HIV and STD Programs to develop integrated training, funding support and data management. Duties and Responsibilities: * Serve as a subject matter expert on HOPWA; possess comprehensive knowledge of, and strictly adhere to, all federal rules and regulations governing the program. * Maintain a program manual and SharePoint site providing resources and guidance to sub-recipients. * Conduct administrative, programmatic and financial monitoring/desk audits with sub-recipients. * Work in conjunction with Housing and Homeless Services finance, contract, and HMIS staff to review and approve expenditures, track annual allocation and spending; develop annual contract applications. * Coordinate with the Michigan State Housing Development Authority (MSHDA) on the development of annual program plans. * Meet HUD expectations and reporting requirements and represent Housing and Homeless Services interactions with the HUD field office and HUD's Office of HIV and Housing on program related activities. * Manage data quality and program outcomes. Develop reporting tools for sub-recipients and monitor progress in meeting project objectives and performance measures. * Work with multiple Divisions within MDHHS to coordinate information sharing, develop and deliver education and technical assistance support on HOPWA. * Participate in and lead homeless and housing related trainings and conferences. * Collaborate with MDHHS Bureau of HIV and STD programs to develop integrated training, funding support and data management. * Represent Housing and Homeless Services in HIV/AIDS related trainings and conferences. * Maintain a positive, strong, credible, professional and interpersonal relationship with all parties relevant to the project and always represent the best interests of MDHHS and MPHI. * All other duties as assigned. Qualifications/Requirements: Education: A bachelor's degree is required; preferably in a human service-related field. Master's degree in human services is preferred. Experience: A minimum of two years' experience with federal housing or human services grant management required. Demonstrated experience supporting sub-recipients or grantees with adhering to program requirements required. Experience with homeless programs is preferred. Important Skills and Characteristics:
Work Environment and Physical Requirements: May require limited in-state travel; occasionally overnight. Requires a valid vehicle operator's license and access to a vehicle to attend off-site meetings, conferences and training. This position will be in the Lansing area, and the selected candidate is required to be in-office two days per week. RESPONSIBILITY FOR THE WORK OF OTHERS: No assigned responsibility. IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This position is a member of the MDHHS Housing and Homeless Services staff but will work collaboratively with the Bureau of HIV and STD Programs.
