Job Title: Technical Project Manager (Agile / Federal Programs)

Job Overview

LCG Inc. is seeking a Technical Project Manager to lead the planning, execution, and delivery of complex technical initiatives across federal IT programs. This role is responsible for bringing delivery discipline, Agile rigor, and execution clarity across a diverse portfolio of projects, including custom application development, platform implementations, operational sustainment (O&M), and modernization efforts in a regulated federal environment.

The Technical Project Manager will serve as the single point of accountability for project delivery, partnering with Product Owners, Business Analysts, Developers, QA teams, Operations staff, and federal stakeholders to ensure initiatives are well-scoped, predictable, and outcome-driven. This role requires hands-on Agile leadership, strong technical fluency, and experience working closely with engineering teams. A background in platforms such as ServiceNow is preferred, but the role is intentionally broader and not limited to any single technology.

Key Responsibilities

Technical Project Delivery



  • Lead end-to-end project management for technical initiatives across multiple platforms and technologies (i.e., ServiceNow Projects, custom Java or .NET applications, COTS platforms, workflow systems, integrations, and O&M efforts).
  • Translate business and technical demand into structured, governed projects with clearly defined scope, milestones, dependencies, and delivery timelines.
  • Ensure work transitions cleanly from intake through execution and release, minimizing ambiguity, scope creep, and priority churn.
  • Drive alignment between business requirements, technical design, and implementation approach.


Agile & Scrum Leadership



  • Serve as Scrum Master and/or Agile Delivery Lead for technical teams delivering application development, enhancements, and sustainment work.
  • Facilitate Agile ceremonies (i.e., sprint planning, daily standups, backlog refinement, sprint reviews, retrospectives) while adapting practices to the realities of federal delivery.
  • Enforce sprint discipline, story readiness, and Definition of Done across teams.
  • Partner with Product Owners and Business Analysts to ensure user stories are clearly scoped, testable, implementation-ready, and supported by clear acceptance criteria.


Delivery Governance & Risk Management



  • Establish and maintain RAIDs (Risks, Assumptions, Issues, Dependencies) for assigned projects.
  • Proactively identify and manage delivery risks (i.e., cross-team or customer dependencies, technical or platform constraints, resource availability, stakeholder approval cycles, or environmental factors).
  • Develop mitigation strategies, track action items, and escalate risks appropriately to ensure delivery commitments are met.


Stakeholder & Federal Engagement



  • Act as a primary delivery interface between federal stakeholders, technical delivery teams, and supporting groups (i.e., architecture, security, infrastructure, operations).
  • Lead structured working sessions, project reviews, roadmap discussions, and release planning meetings.
  • Ensure communication is proactive, transparent, and aligned with federal expectations for oversight and accountability.


Process Improvement & Delivery Maturity



  • Drive improvements in Agile maturity, delivery predictability, and execution consistency across technical teams.
  • Standardize project management practices (i.e., intake and kickoff processes, sprint and release planning, status reporting, and executive briefings) while allowing flexibility for different project types.
  • Reduce duplicative reporting and improve clarity and consistency across delivery forums.


Capture, Proposal, and Transition Support



  • Support RFI/RFP and proposal efforts involving technical delivery (i.e., project management approaches, Agile delivery models, staffing strategies, and governance structures).
  • Participate in client meetings, briefings, and orals as a delivery and execution subject-matter contributor.
  • Support project transitions, ensuring continuity of delivery, documentation, and knowledge transfer.


Qualifications

Required



  • 5+ years of Project Management experience delivering technical projects in a structured environment.
  • Project Management Professional (PMP) certification - REQUIRED.
  • Agile delivery experience - REQUIRED, including hands-on experience running Scrum ceremonies.
  • Demonstrated experience working closely with engineering and technical teams (i.e., developers, QA, DevOps, platform teams, O&M staff).
  • Strong understanding of the software development lifecycle and technical delivery in regulated environments.
  • Excellent written and verbal communication skills suitable for federal stakeholders.


Preferred



  • Background delivering projects involving enterprise platforms or workflow systems (e.g., ServiceNow, COTS platforms, or similar).
  • Experience supporting federal healthcare or civilian agencies (NIH, HHS, CMS, FDA, etc.).
  • Experience supporting large, multi-year federal programs.
  • Familiarity with compliance, security, accessibility, and governance considerations in government systems.


Compensation and Benefits

The projected compensation range for this position is $100,000 to $160,000 per year, benchmarked in the Washington, D.C. metropolitan area. Salary at LCG is determined by various factors, including but not limited to role, location, education/training, skills, certifications, and experience.
