POSITION SPECIFICS

Job Description

The Penn State College of Medicine, Division of Blood and Vascular Disorders, is seeking a detail oriented Financial Specialist. This individual will report directly to the Division Chief and is responsible for the management, reporting and oversight of the Hemophilia Treatment Center 340B program income, hemophilia state contract, federally funded grants, endowments, gift funds and will act as liaison to the HMC Pharmacy, Core Coagulation Lab, Hemophilia Alliance and Specialty Pharmacies.

Specialist will:

  • Manage 340B program income spending account, including HRSA-approved research projects, in accordance with spending guidelines
  • Ensure compliance with 340B requirements by working with the HMC pharmacy's 340B team, including providing details on HTC specialty pharmacy use and establishing new contract pharmacy relationships.
  • Oversee the financial operations of the core coagulation laboratory, including the billing of internal and external customers, to ensure the appropriateness of revenue and expenses.
  • Manage the budgets and finances for accounts and assist in the budget development process
  • Manage staff effort allocations, HMC/COM chargebacks, and state contract billing and budgets.
  • Oversee approval of financial transactions, expenditures and budgets to assure compliance with University, Regional and specific federal regulations (HRSA) policies and procedures
  • Analyze and verify funding sources to ensure appropriate spending and billing practices
  • Prepare forecasts and analysis of trends in product usage as it relates to 340B program income and other related areas
  • Assist with the documentation, processing and approvals of patient assistance programs.
  • Provide accounting support and training to staff as needed, field and answer questions regarding financial operations/accounting/policy/etc.

Required skills/experience areas include:

  • Extensive knowledge of PSH and Penn State financial and budgeting policies, procedures, and systems.
  • Success with collaborations in a diverse, multi-disciplinary, team-oriented culture
  • Success managing multiple projects, initiatives, and tasks with strict deadlines
  • Proven working experience in project management
  • Excellent written and verbal communication skills
  • Ability to work independently
  • Microsoft Office (Word, Excel, and Outlook)

This is a hybrid position with an estimated 2 days a week on-site.

MINIMUM EDUCATION, WORK EXPERIENCE & REQUIRED CERTIFICATIONS

Bachelor's Degree 3+ years of relevant experience; or an equivalent combination of education and experience accepted Required Certifications: None

BACKGROUND CHECKS/CLEARANCES

This position requires the following clearances in addition to applicable background checks: PA State Police Criminal Background Check, PA Child Abuse History Clearance Form, and Federal (FBI) Fingerprint Criminal Background Check. SALARY & BENEFITS

The salary range for this position, including all possible grades, is $61,800.00 - $89,600.00.
