Senior Life Cycle Support Analyst

Provide direct support to the Program Executive Office (PEO) Aircraft Carriers (CVN) Product Support Team (PST), PST Director, and Product Support Manager (PSM). Support will include, but not limited to, LCS elements: carrier program management, program document generation and updates, supply support, material management, and strategic planning.

Role:

As the Life Cycle Support Analyst, the candidate shall;



  • Serve primarily as an Action Officer (AO) to the PST Director and greater PST.
  • Provide Subject Matter Expert (SME) level support for PSM efforts that are impacted by design related logistics issues.
  • Develop program and executive level briefs and related documents such as white papers, correspondence (e.g., letters, and/or memorandums) and summaries.
  • Manage schedules, metric planning, implementation, and execution of documentation development processes in support of Integrated Logistics Assessments (ILA) and Logistics Readiness Reviews.
  • Assist in the review and analyzes of contract requirements across material outfitting program accounts and direct cite funded contracts, reducing program costs through strategic enhancements such as assistance in GFE/GFI Management, SCN ILS Budgets, and LCS process improvements for stakeholders.
  • Develop and maintain programmatic related documentation including but not limited to: LCSP, SSMP, RMP, POM FY planning issue papers/summaries and Technology Readiness and Risk Assessment Reports.
  • Manage acquisition logistics planning documentation updates including the review and update of Life Cycle Sustainment Plan (LCSP), Supply Support Plan, TM Contract Requirements, Obsolescence, Data and Configuration Management (CM), Manpower Estimates (MER), Navy Training Plans (NTSP) and new technology Front End Analysis (FEA) package development.
  • Work action items, identify risks and develop resolutions with engaged stakeholders and Ship's Force, both active duty and pre-commissioning crews.
  • Conduct in-depth research and technical reviews on topics relating to Logistics Program Planning and Management for the following Logistics Products: Configuration Management (CM); Material Management; Provisioning Technical Documentation (PTD); Coordinated Shipboard Allowance List (COSAL); and Ships Selected Records (SSR); Maintenance Systems (e.g. Supportability Analysis and Legacy Maintenance reviews); Technical Publications (Tech Pubs), Supportability Plan, obsolescence and implement Unique Identification (UID) in the maintenance requirements for the ship.
  • Develop status reports for Logistics Product Availability/Delivery on Government Furnished Equipment/Systems identified in Schedule A by Participating Acquisition Resource Managers (PARMs), Headquarters Modification Requests (HMRs), and Field Modification Requests (FMRs) for Logistics Product Availability/Delivery. Determine if there are any logistics impacts and provide recommended corrective action.
  • Provide technical and administrative support in the planning and execution of program reviews to include ILSMTs, ILAs, Logistics Readiness Reviews (LRR), etc. and the action items and resolution findings. The contractor shall also provide ILS expertise and ensure technical oversight and support during the development, evaluation and execution of the logistics requirements with focus on Total Ownership Cost (TOC) and Life Cycle Management for all Navy Aircraft Carriers. The support shall be maintained throughout periods to cover overall system design, integrated product and process development, milestone acquisition, construction and operations.
  • Provide logistics support in the development and execution of the shipboard integrated data/information system.



Qualifications:



  • Required

    • BA/BS in communication, business, or related logistics field
    • 10+ years of relevant experience in life-cycle sustainment project and product management
    • 3-5 years (minimum) of relevant AO experience
    • Active DoD Secret Clearance
    • Strong MS365 suite (Word, Excel, PowerPoint, Project, Outlook, etc.) skills
    • Strong communication skills (written/oral), attention to detail, and time management
    • Navy experience; active duty, civilian, or contractor


  • Desired:

    • MA/MS in communication, business, or related logistics field
    • Former Navy (aircraft carrier) active-duty experience
    • Former NAVSEA or Shipyard experience
