HDR is providing PM/CM services for the Los Angeles World Airports ATMP Landside Improvements Project. The project will deliver critical improvements to the roadways, streets, and thoroughfares in and around the Los Angeles International Airport (LAX) campus. HDR will assist with the management of projects throughout the design, preconstruction, and construction phases, from inception to closeout. Structures Representative for the LAWA ATMP Roadway Improvements project is a Key Role under LAWA's PMCM Team responsible for the technical control of all structural work on a construction project. They provide oversight and expert guidance, ensuring that bridges, retaining walls, and other structures are built according to state standards and contract specifications. Their primary role is to provide field engineering oversight for bridge and other structure construction projects, ensuring they are built in compliance with plans, specifications, and safety regulations. Responsibilities include inspecting work, reviewing and approving shop drawings, managing contract administration, coordinating with various parties, and ensuring materials testing and documentation are correct.

The representative has experience working directly for Caltrans or may be a consultant hired by a local agency for projects that involve state rights-of-way.

Key roles and responsibilities

Field oversight and inspection: Support LAWA Inspection Team and LAWA PMCM to conduct risk-based inspections throughout all phases of construction, from initial work to the final structure, to ensure compliance with contract documents and Caltrans standards. Technical review: Review and approve contractor submittals like shop drawings and action submittals, and perform calculations for elements like alignment, grade, and temporary works (e.g., falsework, shoring, column guying, Bridge demolition etc). Contract and project administration: Handle technical and contractual administration, including monitoring project progress, coordinating with the Resident Engineer on payments, and responding to contractor requests. Coordination: Act as a liaison between the contractor, LAWA Resident Engineer, PMCM Team, LAWA Inspection, Caltrans Oversight Resident Engineer and Structures Representative, Caltrans METs, LA BOE, LA DBS and other consultants, and potentially utility companies. Documentation and reporting: Prepare daily inspection reports, maintain accurate as-built records, and ensure all project documentation, including material certifications, is complete and compliant. Collaboration with

Resident Engineer: Works closely with the Resident Engineer, advising them on major structural activities and assisting with technical and administrative duties. Preferred Qualifications

  • A minimum of five (5) years of responsible experience performing the duties as a Structure Representative, or ten (10) years of responsible experience as an Assistant Structure Representative, for similar Caltrans and/or Caltrans Oversight projects involving construction of CIP PT Box Girder Bridges, Caltrans Standard and Modified Retaining Walls, Overhead Sign Structures, Machine Soil Mixing (MSM), Large Diameter CIDH Piles in Dry & Wet conditions using Oscillators and/or temporary casings, independent review and analysis of temporary structures such as falsework, shoring, column guying, bridge removal / demolition etc.

  • Registered professional engineer licensed in the State of California in good standing with the California State Board for Professional Engineers, Land Surveyors, and Geologists at all times while assigned to work on this contract and in the Task Orders.

  • Possess a valid Driver's License

  • Possess a Standard First Aid Certificate

  • Possess a valid American Society for Testing Materials (ASTM) or California Test Methods (CTM), or American Concrete Institute (ACI)

  • Knowledge and experience with equipment used in structure construction inspection, surveying, and construction office engineering.

  • Knowledge of computers, computer applications, and computer software programs such as Microsoft Office (Word, Excel, PowerPoint, and others); Critical Path Method (CPM) software such as Primavera Project Planner (P3, P6) and SureTrak, or any updated version, as a minimum; Scheduler Analyzer Pro; and Microsoft Project.

  • Knowledge and experience with principles of effective communication.

  • Knowledge and experience with monitoring labor compliance.

  • Knowledge and experience with subcontracting laws and policies.

  • Knowledge and experience with the Storm Water Pollution Prevention Program and the General Permit.

  • Knowledge of Caltrans Standard Plans, Standard Specifications, and Construction Manual.

  • Proper background clearance, as necessary, when performing work on or near the rail system.

  • Experience in Dispute Review Board (DRB) meetings and preparing position paper.

  • Knowledge and experience with analyzing construction claims and reviewing cost.

  • Knowledge and experience in keeping complete, accurate, and concise records of the work and quantities.

Required Qualifications
  • Bachelor's degree in Engineering, Construction Technology, or combination of education and relevant experience
  • A minimum of 10 years progressive construction experience on multidisciplinary projects
  • Must have a fundamental understanding of contracts and familiarity with codes and laws governing construction
  • Must possess the ability to read and interpret construction drawings and specifications and identify discrepancies or conflicts within documents
  • Must be able to work in a team environment
  • Must be computer literate, experience with Microsoft Office, Primavera, or related construction packages
  • Must have excellent verbal and written communication skills
  • An attitude and commitment to being an active participant of our employee-owned culture is a must

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions.
