This Nashville based position will be responsible for the clinical project program development and management of Certificate of Need Reform Initiatives focused on incorporating quality into a licensure type for Neonatal Intensive Care Units (NICUs), Burn Units, Ambulatory Surgical Treatment Services, and Open-Heart Surgery. The immediate focus for this position is the Hospital NICU and Burn Unit quality licensure program development and implementation. The Burn and NICU quality verification process will include measuring compliance with state-level perinatal guidelines as well as hospital Burn Unit Accreditation requirements.

The Quality Initiatives Project Management Nurse should have strong analytical and problem-solving skills, along with an elevated level of attention to detail, have a keen ability to ask questions, be excellent at prioritizing and executing multiple tasks in a fast paced challenging environment. The position requires strong oral and written communication skills, project management, and the ability to synthesize and present complex information. Experience in the development of NICU/Burn Unit quality programs in the hospital setting to draft, evaluate, and enforce quality standards, as well as familiarity with the Tennessee Perinatal Regionalization Guidelines, American Academy of Pediatrics (AAP) Levels of Neonatal Care, and American Burn Association (ABA) guidelines is preferred.

Specific job duties for this position are as follows:

Contribute to the development of NICU/Burn policies, protocols, on-site review tools. training materials, and guidelines in accordance with the Health Facilities Commission rules and licensure regulations.
Responsible for development of a comprehensive Burn Unit/NICU On-site review Manual.
Collaborate with internal and external stakeholders to prepare for NICU verification and designation reviews.
Conduct on-site designation reviews of Level II, III, and IV NICUs, evaluating compliance with standards related to staffing, clinical protocols, equipment, patient safety, quality improvement, and neonatal outcomes, as well as hospital burn units.
Develop and manage statewide NICU and Burn Unit on-site review schedules.
Collaborate with a neonatologist surveyor to assess clinical care, stabilization, and transfer practices for infants requiring a higher level of care.
Provide objective, evidence-based feedback and identify areas of strength and opportunities for improvement.
Prepare written reports summarizing on-site review findings and recommendations as well as required annual NICU/Burn Unit legislative reports.
Development of credentialing policies and procedures for NICU/Burn Units.
Development and participation in NICU/Burn Unit training sessions and webinars.
Represent the Health Facilities Commission in meetings, committees, and working groups at the local, state, and national levels.
Participate in the revision of existing Certificate of Need criteria and standards for approximately 18 health care project types (i.e.- acute bed services, ambulatory surgical treatment centers, Cardiac Catheterization services, Comprehensive rehabilitation services, Freestanding Emergency departments, Home Health, Hospice, etc.)
Develop and participate in technical advisory groups focusing on Ambulatory Surgical Treatment Services and Open-Heart Surgeries.
Participate in other applicable clinical quality improvement initiatives as determined by the Director of the Certificate of Need program.

Qualifications:
Active, unrestricted RN license in the state (or multistate compact license, if applicable).
Minimum of 3-5 years recent experience in a Level II or higher hospital NICU/Burn Unit, with strong understanding of neonatal/burn unit care standards and stabilization practices.
Demonstrated knowledge of Tennessee Perinatal Regionalization Guidelines as well as neonatal transport systems.
Ability to travel to facilities across the state as needed.
