THE POSITION

Schuylkill County Children and Youth is dedicated to ensuring the safety, stability, and overall well-being of children in the community. Currently, the agency is seeking to fill a position for a Fiscal Technician, a role that entails managing various accounting transactions, preparing detailed fiscal reports, and meeting essential reporting requirements. DESCRIPTION OF WORK

Under general supervision, the Fiscal Technician plays a crucial role in managing the financial operations of the agency by reviewing and processing monthly accounts payable. This includes the preparation of check requests and expense vouchers, as well as overseeing payments to both in-home and out-of-home contracted providers. Additionally, the Fiscal Technician is responsible for processing travel expense vouchers for staff members. To ensure accuracy and compliance with state and county fiscal regulations, the technician maintains detailed computerized financial records on a monthly basis.

In this position, the Fiscal Technician serves as the primary liaison for the agency's AFCARS system, meticulously verifying the data related to children in placement to ensure it meets all reporting requirements. This role involves auditing all placement and operating invoices for precision and collaborating with other fiscal staff to address various aspects of placement costs, relevant information, and available income for children in care. The technician's attention to detail and adherence to compliance standards are essential for the effective management of financial resources within the agency.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Assistant; or
  • Three years of work involving the maintenance of fiscal or financial records, including one year of responsible work which involves the application of accounting or fiscal principles and practices; and graduation from high school; or
  • One year of experience in maintaining and reviewing fiscal records and an associate degree in accounting or business administration; or
  • Any equivalent combination of experience and training.

  • Hiring preference for this vacancy may be given to candidates who live within Schuylkill County. If no eligible candidates who live within Schuylkill County apply for this position, candidates who reside in other counties may be considered.

  • A conditional offer of employment will require a medical examination and a drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
