The Department of Homeland Security (DHS), Transportation Security Administration (TSA) is responsible for protecting the nation's transportation system to ensure freedom of movement, people, and commerce. The Managing Adjudicator (MA) supervises technical and administrative performance of all services required under this contract.

Duties & Responsibilities:



  • Managing Adjudicator (MA) will actively communicate with Contract Contracting Officer's Representative (COR)
  • Managing Adjudicator will ensure TSA specific adjudicative regulations are applied properly (i.e. Aviation and Transportation Security Act (ATSA), Lautenberg Act (applicable to firearms handlers), DHS Instruction 121- 01-007-01, Fitness guidance's, Security Executive Agent Directive 3 guidance's, Suitability Executive Agent and Office of the Director of National Intelligence. Executive standards as well as established TSA deliverable standards.
  • MA will assign and manage workloads of subordinates to satisfy weekly requirements. The Government will provide a case box in ISMS (Information Security Management System) for the Contract team to work out of. The Managing Adjudicator will be responsible for managing and distributing the workload to the contracting team; MA to review the amount of cases that are in the Adjudicative box at the beginning of each week. MA will ensure cases are distributed and completed by weeks end.
  • Provide second level review of subordinate's derogatory recommendations to include ensuring application of proper grammatical context. Managing Adjudicator will provide cases to senior TSA leadership for second level review to ensure compliance with PERSEC adjudicative standards.
  • Managing Adjudicator will apply safeguards towards the securing of PII and classified investigative content to the Top Secret Level (all classified investigative content will be reviewed at TSA). Ensure that the Subordinates follow the safeguards as it pertains to PII to ensure there are no security violations.
  • Managing Adjudicator will ensure employees are available to TSA leadership regarding concerns and questions about decision as status of cases assigned to contractors.
  • Reconcile and deliver weekly and monthly reports to the COR/Government Team.
  • Ensure deliverables are provided promptly in accordance with the Statement of Work Requirements
  • Managing Adjudicator may be tasked to perform pre-appointment and fitness appointment adjudications.
  • Other duties as assigned.


Knowledge, Skills and Abilities (KSAs):

  • Demonstrate ability to apply logic and judgement in the application of adjudication standards.
  • Knowledge and experience in writing and demonstrated ability to guide personnel in composing letters of adverse action in support of derogatory findings.
  • Demonstrated ability and identification of utilizing Security Case Management Systems.
  • Experienced user of Microsoft suite applications.
  • Experienced user of NP2 Secure Portal (NP2), to include Central Verification System (CVS/PIPS), National Background Investigation Services (NBIS) Suite applications, to include the initiation and review of NBIS eApplication (eApp) for Investigations Processing, and experience in extracting data and information from DISS (Defense Information System for Security) DISS JVS (joint Verification System, CVS (Central Verification System)
  • Demonstrated ability to effectively articulate and grammatically compose content using the English language.


Required Certification: Successful completion of an accredited Advanced Suitability Adjudication Course - must provide certificate of completion.


Minimum Education:

  • Must possess TS Security Clearance.
  • Five (5) years of demonstrated experience adjudicating suitability/fitness and security background investigations for Tiers 1-5/Low, Moderate, High-level investigations.
  • Three (3) years of demonstrated experience successfully managing people and staff operating under a contract
