Overview The Chief Construction Inspector (CCI) ensures that safe work practices are followed and the environment is fully protected in accordance with company policy and governmental regulations. The CCI supervises the work efforts of Construction Inspectors and Inspectors engaged in all aspects of contract administration and inspection with an emphasis on gas and electric construction projects. Assures that all contractor work is performed in a timely and efficient manner and in accordance with established company standards and specifications.
Responsibilities
Core Responsibilities
- Maintains a working knowledge of state and federal codes governing electric construction, pipeline construction, cathodic protection, and location work along with Orange & Rocklands gas & electric standards, work procedures, and EH&S rules and guidelines.
- Must be able to interpret relevant drawings, specifications and NRG Mapping.
- Ensures compliance with the Code 753 state regulations as well as Company rules and procedures for working near utilities.
- Estimates cost, prepares bids, and designs work related to gas and electric distribution systems.
- Recommends cathodic protection and system improvements for new and existing distribution, transmission lines, and any other gas facilities as required.
- Gets involved with the reporting of contractors work performance through the contractor oversight system.
- Tracks and controls project costs and approve payments. Ensures work accruals are completed in a timely and accurate manner.
- Maintains required records and reports in a manner suitable for inspection by Company auditors and governing agencies.
- Works with other companies in the elimination or prevention of stray current interference or related matters.
- Interfaces with Engineering, estimating, purchasing, etc., to resolve technical, field or contract issues.
- Works on other construction and operations projects as directed by Section Manager. Position requires walking, standing, and climbing.
Qualifications
Required Education/Experience
- Bachelor's Degree and 2 years of relevant Gas Operations/Gas Construction and/or Electric Operations/Construction field experience or
- Associate's Degree and 4 years of relevant Gas Operations/Gas Construction and/or Electric Operations/Construction field experience. or
- High School Diploma/GED and 5 years of relevant Gas Operations/Gas Construction and/or Electric Operations/Construction field experience.
Preferred Education/Experience
- Bachelor's Degree in Engineering or Architecture preferred
Relevant Work Experience
- Must have strong decision making skills, required.
- Must be flexible to handle multiple assignments and meet deadlines, required.
- Must possess strong oral and written communication skills as well as interpersonal skills required to effectively supervise contractor operations, required.
- Must demonstrate computer proficiency in Microsoft Office Suite as well as related Company systems, required.
- Must be willing to work outdoors in all types of weather, required.
- Coordinate and supervise employees to assist him/her, required.
- This position is subject to drug and alcohol testing as required by the Department of Transportation, required.
- Experience in the operation and maintenance of the Electric and/or Gas Distribution/Transmission system, preferred.
- Experience in the operation and maintenance of the Electric and/or Gas Distribution/Transmission system, preferred.
- Experience with WMS, Visio and Oracle, preferred.

Physical Demands
- Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
- Stand, walk, lift, climb, bend, kneel, stoop, and/or reach for the duration of the workday
- Ability to travel to company locations to work on storm restoration and heat contingencies
- Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure
Additional Physical Demands
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
- Must be able and willing to travel within Company service territory, as needed.
- 5 days a week in-person for both office and field work.
- Work requires off-hour on-call responsibility ("Duty Supervisor") on a rotational basis providing emergency response and supervision of personnel engaged in off-hour emergency operations.
- Must fulfill the requirements of the Duty Supervisor qualification within nine (9) months of accepting of the position.
