Position Summary
Ensure welding program support for the Programs Department is in compliance with all safety, quality, technical and housekeeping standards. Direct and coordinate welding performance qualifications to meet production efforts. Assist in resolving technical questions and issues associated with welding operations. Provide mentorship and training to welders assigned to projects in execution of work. Interface with customers to ensure satisfaction. Frequent travel and overtime will likely be required. Strong analytical and personnel management skills required.
Duties And Responsibilities
- Coordinate the welding performance qualifications for production welders. Guide welding personnel in the proper welding technique during initial qualification if needed. Facilitate the proper NDT inspections of weld coupons in accordance with applicable specifications. Develop, maintain, and administer written tests to welding personnel. Control all records for initial performance qualifications and quarterly maintenance of qualification.
- Assist with developing new welding procedure qualification test reports and welding procedures in accordance with applicable specifications to support production efforts. Facilitate the proper NDT inspections of procedure and performance weld coupons. Assist in reviewing and revising welding procedures as necessary to support production work.
- Ensure economy and accountability in the expenditure of man-hours and material, to include shop fabrication requests. Assist with maintaining departmental inventory of materials, consumables and tools. Assit with ordering materials, consumables and tools as needed.
- Recommend and/or make improvements in machinery, equipment or production methods.
- Establish and/or enforce any safety procedures and regulations as required to ensure safety of production personnel. Maintain adherence to good housekeeping practices and safety guidelines in accordance with OII-MSD Safety Training Observation Program (STOP).
- Assist with welding technical advice and interpretation of drawings, schematics, MIL-STDs, SUBSAFE requirements, production processes, etc., to production personnel.
- Working with the Tool Room, ensure all welding equipment issued to production personnel is safe and properly maintained.
- Assist with welding problems and/or conditions for production personnel for local and forward work sites.
- Attend Fact Finding Critiques when required to identify unsatisfactory work processes in accordance with MSD PI-60.
- Perform audit/surveillance observations and oversee welding operations at OII-MSD work locations and other work locations to include subcontractors.
- Review subcontractor welding and workmanship procedures to ensure compliance with all fabrication documents.
- Assist subcontractors with challenging tasks regarding welding efforts and provide solutions during production welding to include weld sequencing, fixturing, joint preparation, etc.
- Travel to different work locations to assist with performing critical/difficult weld joints and mentor junior welders where needed.
- Assist with training/developing welders for critical weld applications (hull pens) using mock up assemblies.
OTHER DUTIES ASSIGNED:

Qualifications
- Minimum ten years of hands-on experience in welding.
- Foreman Naval and/or Commercial Shipyard with extensive Apprenticeship Program; or High School/GED with Apprenticeship Diploma and additional mechanical vocational courses; or
- High School/GED with extensive military training and experience in welding operations.
- Minimum three years working with or directing programs related to welding and structural fabrication.
KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS :
- Minimum three years leadership / supervisory experience in submarine and/or ship repair preferred.
- Ability to communicate and interface effectively with personnel within and outside the organization.
