Job Description

Johnson County's Department of Technology and Innovation is looking for a Developer Analyst III. This position is a multi-faceted opportunity for the right candidate! Johnson County is seeking a self-motivated individual to participate in the analysis, design, and development of complex applications within the Microsoft .NET Core stack, supporting both custom solutions and third-party system integrations. This is an exciting opportunity to work with modern technologies while playing a key role in delivering innovative business solutions across the wide variety of needs that make up local government.

The Department of Technology and Innovation delivers innovative and reliable technology solutions and services to advance the objectives of County staff, elected officials, and the community in a cost effective and efficient manner. First review of applications will begin on September 1, 2025.This position is eligible for a hybrid work assignment. Home location must be in the Kansas City Metropolitan Area.

The Developer Analyst III position is responsible for the following:

    Completes complex applications analysis, development, enhancement and maintenance.
  • Assists in the planning, scheduling, and assigning of development projects.
  • Analyzes, reviews, and revises applications to increase operating efficiency or to adapt to new procedures; analyzes software problems and develops solutions; prepares tests data, codes, and debugs programs as outlines by a system's technical and functional requirements.
  • Contributes to all phases of the application lifecycle by developing software within the Microsoft .NET Core stack, using frameworks and libraries such as MVC, WebAPI, Entity Framework, and Blazor.
  • Develops interfaces and integration tools that connect business users with third-party (vended) systems, extending functionality to address requirement gaps and aligning with business processes and application behavior.
  • Interviews users to gather data on existing systems, source documents and reports; discusses design and technology solution alternatives and makes recommendations; Conducts training to technical and non-technical groups communicating technical information.
  • Performs expert IIS administration tasks, including creating a site, configuring the app pool, setting the bindings and adjusting the framework as needed.


Job Requirements

Bachelor's degree in the following field(s) of study: Information Technology, Computer Science, Computer Systems Engineering, Software Engineering, Mathematics or related field and five (5) years of experience in the Information Technology field developing applications or relevant experience required.

Our preferred candidate will have the following experience:

  • Development in C#and .NET Core using the latest Visual Studio tools
  • Creating workflows and enhancements with PowerApps, PowerAutomate and GraphAPI
  • Demonstrated experience delivering custom solutions for both off-the-shelf products and fully custom-built applications.
  • Knowledge of the Microsoft O365 cloud and underlying applications
  • Communication skills to accurately inform business users about O365 associated products and their impacts
  • Understanding of MS SQL Server, developing T-SQL queries and navigation of SQL Server Management Studio
  • Experience with API development and troubleshooting tools (Postman, Swagger, etc.)

This position is eligible to work in a hybrid work environment with both onsite and remote work. Residency within the Kansas City-Overland Park-Kansas City, MO-KS Combined Statistical Area, which generally includes the Kansas counties of Johnson, Wyandotte, Leavenworth, Miami, and Linn, and the Missouri counties of Jackson, Clay, Platte, Cass, and Ray, is required.
