SUMMARY

Facilities Manager is responsible for the operation of Montgomery County's building facilities. Through the oversite and management of dedicated staff and contracted services, the position is responsible for the operation, safety, maintenance and efficiency of the buildings and associated assets.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Oversee and supervise the quality of work in progress and completed. Conduct periodic inspections to assure work quality is satisfactory, proceeding on schedule and all tasks are performed in accordance with procedure & design.
  • Ensure that the facility is clean and maintained according to county policy and procedure.
  • Review utilities consumption and follow up on any variations.
  • Identify opportunities for improved operation to drive efficiency for both process and cost and make recommendations to the A&I Director for improvements.
  • Proactively recommend updates, changes and modifications to physical properties.
  • Manage the upkeep of equipment and supplies to meet health and safety standards.
  • Ensure emergency preparedness procedures are implemented properly.
  • Actively supports an environment of teamwork, cooperation, performance excellence and personal success.
  • Leads, manages, develops and supervises a diverse team of facilities staff including skilled trades.
  • Ensure appropriate staffing levels and leadership.
  • On-call in the case of emergencies.
  • Develop, implement and oversee procedures and policies based on industry standards and code requirements.
  • Initiate, review, approve, disapprove orders for new equipment and supplies.
  • Ensure all work is coordinated with on-site managers, contractors, vendors, security, consultants and A&I staff including Project Managers as needed.
  • Assist in bidding and management of facility maintenance contracts (cleaning, pest control, landscaping, snow removal, etc.)
  • Manage vendor performance ensuring services are delivered in accordance with the contract and to agreed standards. Document status and escalate instances of poor performance.
  • Participation in contract reviews and bidding process.
  • Responsible for mechanical, electrical, plumbing, critical systems, HVAC, generator and others defined within the portfolio of respective sites.
  • Develop and adhere to emergency response plan.
  • Obtain and retain insurance certificates and warranty information as requested.
  • Create and participate in the asset management process.
  • Ensure compliance with all local, state and federal regulations.
  • Perform and document inspections of buildings, structures and equipment to determine the need for repairs and renovations and ensure sites are safe, secure and presentable for both community members and staff.
  • Ensure fire & life safety systems are maintained and inspected per code requirements & ensure all building equipment and supplies meet health and safety standards and regulations.
  • Development of policies, guidelines and work methods for facilities inspections, maintenance and repair.
  • Creation and oversight of emergency, security, maintenance and management/operations plans for site/s with input from Director of Assets & Infrastructure and other stakeholders.
  • Works with the departmental and county leadership to develop, monitor, and manage the annual budget.
  • Manages and approves invoices for payment.
  • Tracking of expenditures and reimbursements.
  • Preparation of reports as requested.
  • Other duties as assigned.

QUALIFICATION REQUIREMENTS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

  • Bachelor's Degree or Diploma in Facility, Property or Operations Management is desirable.
  • Certified Facility Manager (CFM) a plus.
  • Experience with management of a portfolio of locations a plus.
  • Six years of directly relevant supervisory experience with Facilities Management, Facilities Maintenance and/or Skilled Trades.
  • Progressively responsible and varied experience in operations, office management, personnel management, budgeting, procurement, contracts, property management and skilled trades.
  • Technically proficient in construction/facility related topics such as mechanical/electrical/plumbing/fire-safety/automation/structural and soft services such as janitorial, landscaping, and snow removal with the ability to review and understand construction documents.
  • Excellent verbal and written communication skills, organizational skills, leadership skills, analytical/critical thinking, and ability to multitask needed.
  • Strong leadership and talent for relationship building.
  • Ability to learn and execute a wide variety of tasks within numerous software systems including, but not limited to: Snapfix, Netfacilities, OpenGov, Neogov, Windows 365, Adobe, Infor, etc.
  • Knowledge of applicable laws and safety requirements.
  • Experience with CAD drawings/design preferred
  • Candidate expected to acquire OSHA certifications: construction/general industry and HAZWOPER.
