Job Title: Development & Public Relations Manager FLSA Status: Full Time - exempt Reports to: Corps Officers Schedule: Typical Office Hours Supervises: N/A Rate of Pay: $75,000-77,875.20 Closing Date: 8/26/2025 Benefits: Standard; Full-Time, Exempt employees are eligible for but not limited to the following:

Function: Scope of Position The Development and Public Relations Manager for El Paso County will have a deep commitment to the mission of The Salvation Army, which will be evident in his/her ability to communicate and exemplify this mission in his/her professional life and in the way he/she represents The Salvation Army in the community. At the direction of the El Paso County Coordinators, the Development and Public Relations Manager will execute key details of the established marketing and communications plan as well as organize and implement all fundraising events for El Paso County. This individual will collaborate with the Colorado Springs and Fountain Valley Corps Officers, program directors, staff, volunteers, and vendors to ensure the strategies, analytics, execution, and reporting meet or exceed expectations, are on time and on budget. Duties and Responsibilities Main Task:
- Execute the development and implementation of fundraising and special events, various donor cultivation and recognition events, public relations and media events and other events that build community relationships.
- Organize all aspects of event production including project plans, budget tracking, site procurement, audience development, collateral, volunteer management, vendor production and management, event organization and event communication plans.
- Ensures fundraising event revenue targets are met or exceeded.
- Responsible for the cultivation, solicitation, follow-up and recognition process for individual, corporate and foundation partners for assigned special events.
- Maintain close working relationships with local media representatives and outlets, including television, radio and print media to ensure media coverage for activities, events, and breaking media stories.
- Craft compelling messages and promotional content to highlight events and programs.
- Develop and manage all local social media including Facebook, Instagram, LinkedIn, X etc.
- Manage El Paso County online web presence and website content: HelpColoradoSprings.com.
- Write press releases, create media kits, and respond to media inquiries as needed.
- Prepare Annual Report.
- Maintains a close and positive relationship with Divisional Headquarters, keeping abreast of Territorial and National Headquarters activities and properly utilizes the resources available.
- Ensure all materials and communications align with The Salvation Army's mission, values, and branding according to The Salvation Army Brand Standards Manual.
Main Responsibility
- Executive Team member providing high-level strategic guidance and insight for leadership and El Paso County.
- Responsible for development, implementation, and overall effectiveness of comprehensive public relations, marketing, special events, and fundraising strategies in El Paso County.
- Works in close collaboration with the El Paso County Coordinators, program, and finance to develop a portfolio of giving opportunities (cases for support) that document funding needs.
- Makes it a priority to take donors on site visits to tour Army programs and to facilitate face-to-face briefings of donors by Army leaders.
- Assists El Paso County Coordinators in engaging and informing the Advisory Board on all fundraising, marketing and communications and community engagement efforts.
- Represents The Salvation Army at collaborative agency meetings and other community events as needed.
- Will assume other duties as assigned.
Education, Experience, Skills, Qualifications
- Education/Experience
- BA in Communications, Public Relations
- 3+ years of experience in public relations and fundraising
- Skills
- Ability to work with a diverse population in a professional manner building relationships.
- Ability to motivate and encourage staff and volunteers.
- Ability to interview and on-board new staff members.
- Ability to create and maintain a budget.
- Microsoft Word, Excel, PPT and Outlook
- Knowledge of integrated database applications and ability to use new software programs
- Driving
- A minimum age of 21 (for insurance provision) and possession of a valid in-state driver's license is required.
- An MVR will be processed every year in accordance with The Salvation Army's policies.
- Background Check
- Continued employment will be contingent upon a biennial (every two years) background check processed in accordance with The Salvation Army's policies.
