The Position

The Manager of Employee and Organizational Development (Manager) supports East Bay Municipal Utility District's (EBMUD) goal of building an inclusive work culture that fosters a sense of belonging for all employees and demonstrates EBMUD's organizational values of stewardship, integrity, respect, and teamwork.

As a key leader in the Office of Diversity, Equity, and Culture (ODEC), the Manager oversees the design, delivery, and evaluation of employee development, training and leadership initiatives. The role also leads programs that promote positive organizational culture and drive meaningful change.

Key Responsibilities:

*Develop and implement an organizational learning & development plan in alignment with the organization's mission, values, and goals.

*Design, procure, and coordinate learning & development initiatives based on identified needs; manage relationships with internal trainers, subject-matter experts and external training consultants.

*Lead organizational change management initiatives.

*Conduct evidence-based organizational development (OD) activities, including needs assessments and gap analyses.

*Administer leadership development initiatives including mentoring, succession planning, and workforce development.

*Support career pathing efforts by helping employees set career goals and manage career expectations.

*Design and deliver the organization's employee experience and feedback program.

*Lead the design, implementation, and continuous improvement of the District's employee recognition and appreciation program ensuring alignment with organizational values and employee experience strategies.

*Manage and lead a team of seven professional and administrative staff, internal subject matter experts, and external facilitators as needed.

*Professional certification such as: Certified Professional in Talent Development (CPTD), SHRM Certified Professional (SHRM CP) PHR certification, or Change Management (CCMP).

*Graduate study in the fields of Human Resource Development, Organizational Leadership, Industrial/Organizational Psychology, or related fields of study.

The annual salary is $167,016 up to $253,308. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($217,116 per year).

Requirements

1.A bachelor's degree or it's equivalent.

2.Four years of increasingly responsible experience in employee training and development.

Must possess a valid California driver's license and have a satisfactory driving record. Must possess the physical characteristics to perform the critical and important duties of the classification. Must be willing to work outside/beyond regularly scheduled hours as needed.

The Selection Process

1.Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, August 1, 2025. Only application materials submitted online during the filing period will be accepted.

2.Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3.All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score moving on to the next evaluation step.

4.Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5.The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6.All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
