The Position

Under general direction of the Manager of Wastewater Treatment, the Plant Maintenance Superintendent plans, organizes, and directs a variety of facility, plant, and equipment maintenance activities for a large regional wastewater treatment utility including mechanical, instrumentation and control systems, HVAC, electrical, structures maintenance, and grounds maintenance; operation and maintenance of a power generation facility and its ancillary equipment including gas storage and flares. This class holds responsibility for maintenance of all East Bay Municipal Utility District's (EBMUD's) Special District No. 1 wastewater, recycled water, and power generation facilities. This class is distinguished from the Manager of Wastewater Treatment in that the Manager of Wastewater Treatment has full responsibility for the overall plant operations and management, as well as oversight of the maintenance of EBMUD's Special District No. 1 wastewater, recycled water, and power generation facilities.

Typical duties include:

*Planning, scheduling, assigning, coordinating, directing, and reviewing the work of employees engaged in mechanical, instrumentation and control system, HVAC, electrical, grounds maintenance, and structural maintenance for the EBMUD Special District No. 1 facilities; inspecting facilities on a regular basis to determine maintenance needs; confirming annual schedules for work and periodically adjusting schedules for maintenance, repair, and rehabilitation projects.

*Planning, directing, and coordinating multiple short to long-term maintenance, repair, and rehabilitation projects through subordinate supervisors to meet prescribed schedules.

*Using a computerized maintenance management system (CMMS) to ensure proper prioritization of work, effective turn-around time for work, accuracy of data entered by direct reports, etc.; preparing regular reports based on data within the CMMS for distribution throughout the Department.

*Determining, requisitioning, receiving, and maintaining a supply of replacement parts required for the maintenance and repair of all Wastewater Department plant equipment, overseeing the parts inventory warehouse for the Department.

*Implementing and assisting in planning a preventive maintenance program in support of the continuous operations of plant equipment and processes, and for facilities and grounds maintenance activities; developing, and implementing improvements in plant and facility maintenance procedures and work processes to increase effectiveness of maintenance programs.

*Preparing and/or overseeing the preparation of system outage requests for conducting maintenance work; coordinating with Operations for approvals and implementation of the outage requests.

*Interpreting mechanical, instrumentation and control system, HVAC, electrical, structural, and power generation facility drawings, diagrams, and specifications to subordinates; inspecting work in progress; ensuring that work complies with proper repair methods and techniques.

*Directly, or through subordinate supervisors, investigating interruptions of service to diagnose operating difficulties; reviewing and approving repair strategies after considering impacts to plant operations and services levels.

*Arranging for and coordinating special work, with other departments or shops or by contract, as required.

*Recommending employee selection; ensuring timely development of annual performance plans and completion of mid-year and annual performance appraisals.

*Assisting in the coordination and administration of the Trades Training Program for sub-journey level employees.

*Directing the maintenance of records; preparing periodic and special reports and correspondence regarding activities of the section; preparing contracts and purchase requests; preparing correspondence with the Board and outside entities as required.

*Assisting the Manager in preparing and maintaining the section's annual operating budget; preparing operating reports; adjusting existing allocation of staff, materials, and budgetary resources within the section to meet maintenance service agreements and plant operational requirements.

*Performing administrative functions including estimating the cost of labor, materials, and supplies necessary for the performance of the work; preparing requests for proposals, contracts, and cost estimates; assisting in developing Capital Improvement Program recommendations.

*Approving section input and coordinating recommendations regarding maintenance issues with Engineering; proposing facility design specifications; proactively coordinating with other departments and supervisors regarding current and proposed capital programs and their impact on quality and level of maintenance support; negotiating and implementing internal and external service agreements.

*Establishing section safety and regulatory goals consistent with overall EBMUD standards; ensuring the safety of employees at work sites.

*Interpreting management policies and procedures to subordinates, ensuring that they are understood and followed.

*May conduct visitors through the treatment plant and explain the mechanical aspects of its operation.

*Performing other related duties and responsibilities as required.

Competitive candidates will demonstrate the following knowledge, skills and abilities:

Knowledge of:

*the standard methods, practices, materials, tools, and equipment used in the installation, adjustment, maintenance, and repair of mechanical, instrumentation and control systems, HVAC, structural, and electrical equipment common to a modern wastewater treatment plant, recycled water treatment facilities, and power generation facilities.

*standard methods and practices used in managing preventive and predictive maintenance programs for mechanical, instrumentation, and electrical equipment, facilities and structures common to a large wastewater utility plant.

*safety regulations and practices pertaining to the work of the assigned section.

*principles and practices of effective supervision.

*mathematics applicable to the electrical, instrumentation and process controls, mechanical, or structural trades.

*the functions and capabilities of common machine tools.

*read and interpret mechanical, electrical, and instrumentation drawings, plans, and specifications.

*estimate labor and materials for proposed work.

*maintain parts inventory and control.

*keep records, prepare contracts, Board letters, reports and correspondence.

*establish and maintain effective working relationships.

The salary range is $16,241 per month, increasing to $17,242, $18,104 and $19,009 after 6, 18, and 30 months, respectively.

Requirements

1.Completion of 60 semester units of college coursework* which has included sufficient general education, major, and/or elective courses to qualify for transfer to a recognized four-year college with junior standing; and either,

2a. Three years of supervisory experience** planning, assigning, directing and reviewing the work of several journey level workers engaged in the maintenance and repair of equipment common to a large wastewater utility in one or more of the following trades: mechanical, electrical, instrumentation and process control, structural maintenance and repair, landscaping and grounds, or painting and coatings; OR,

2b. Four years of engineering experience** at the project manager or supervisor level in a large water or wastewater utility with responsibility for one or more of the following: design, construction, asset management, operational analyses, or closely related function.

3.Must possess a valid California driver's license and have a satisfactory driving record.

*Applicants must possess at least 36 of the required semester units at the time of application and will be required to earn the units lacking withing three years of the appointment date on their own time or appointment to the class will be discontinued.

**An undergraduate or graduate level degree in a directly related field may be substituted for one year of experience.

Equivalent combinations of education and experience may be considered. The Selection Process

1.Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, August 1, 2025. Only application materials submitted online during the filing period will be accepted.

2.Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3.All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview.

4.Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5.The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
