This role is open to current or recent IRC employees only.
The Health Coordinator is responsible for the strategic direction, leadership, and quality implementation of all health program activities, inclusive of primary health, reproductive health, and community health services. The Health Coordinator will ensure effective project management, manage program budgets, monitor and strengthen technical quality, coach and mentor program staff, and maintain effective working relationships with external actors.
The Health Coordinator reports to the Deputy Director, Programs (DDP) and works closely with the Field Coordinator, other program leads, MEAL, grants, finance, supply chain, and HR.
Responsibilities
Program Development and Management
* Work with the DDP and other relevant colleagues to define the strategic direction of health programs in line with the overall country program strategy.
* Guide the health department to implement timely, effective, and relevant activities in line with identified needs, strategic objectives, and donor requirements.
* Produce and utilize regularly updated project management tools, including workplans, procurement plans, and accurate financial forecasts.
* Oversee timely and responsible management of project funds.
* Provide technical leadership in the project design process for any new health programming, including the development of proposal narratives, theories of change, budgets, logframes, and other supporting documents. Ensure compliance with IRC technical standards in all project design through engagement with technical advisors.
* Coordinate closely with the grants department to ensure responsive grant management and compliance with donor requirements.
* Ensure that all internal and external reports are submitted on time and to a high-quality standard.
Technical Quality
* Provide technical leadership and direction for all health programming. Ensure that health programs use standard protocols, policies, and guidelines and are consistent with established best practices.
* Regularly monitor and report on unmet needs and service delivery gaps in target communities. Ensure that IRC health programs evolve in response to identified needs.
* Work closely with the MEAL Coordinator to develop effective monitoring and measurement tools and routinely analyze relevant data. Maintain a strong information management system and use findings to inform and improve program delivery.
* Ensure that programming adheres to the IRC's Outcome and Evidence Framework (OEF), ensuring the use of evidence-based theories of change and project approaches.
* Work closely with supply chain colleagues on the procurement and last-mile delivery of quality medications and medical supplies.
* Liaise with the Health Technical Advisor on a regular basis. Stay abreast of developments in the IRC Health Technical Unit and global working groups.
Team Leadership and Management
* Maintain open and professional relations with team members, promoting strong collaboration to enable staff to successfully perform in their positions
* Coach, mentor, and lead the health team to implement high-quality programs
* Oversee the timely recruitment, comprehensive onboarding, and sustained professional growth of team members.
* Ensure all team members are well-versed in job expectations and have clear performance objectives. Conduct regular management meetings with all direct reports and ensure the same is done throughout the team management structure.
* Identify training needs and develop capacity building plans for health staff.
* Promote and monitor staff care and wellbeing.
Coordination
* Ensure consistent IRC representation in relevant clusters, technical working group meetings, and other coordination structures
* Oversee regular communication, collaboration, and engagement with local health authorities and other relevant government entities
* Work closely with the Field Coordinator to ensure concerns and challenges at the service delivery level are addressed appropriately.
* Proactively collaborate with other IRC sector technical leads to promote program integration and ensure effective internal referrals.
Other
* Other relevant duties as assigned by supervisor to further IRC programs.
Qualifications
* Medical degree and/or Master of Public Health required
* Minimum of six years of experience managing health programs in humanitarian settings
* Extensive experience in and in-depth knowledge of health service delivery in low-resource environments
* Demonstrated competency in health program design, proposal development, and management of a multi-donor grant portfolio.
* Financial management skills, including budget development and oversight of spending plans.
* Demonstrated experience in a leadership position required, including training, coaching, and mentoring large teams.
* Experience building and sustaining strong relationships with local health authorities and other government partners
* Strong cross-cultural communication skills and able to work as part of a diverse team. Sensitive to interpersonal differences and a range of viewpoints.
* Able to effectively prioritize and follow multiple activities and deadlines simultaneously.
* Analytical, strategic, and able to proactively develop solutions to complex challenges.
* Reliable, patient, and able to work independently in a fast-paced environment.
* Fluency in written and spoken English required
