Overview

Nakupuna Services is seeking a Senior Program Manager. The Senior Program Manager (PM) will serve as the senior leader responsible for overseeing all task orders awarded under a DoD MATOC. This position provides strategic direction, contract management, and stakeholder engagement to ensure high-quality execution across a diverse portfolio of defense-related professional services. The PM is the primary point of contact to the Government and is responsible for ensuring compliance, performance, and client satisfaction across the program.



Responsibilities

    Lead proposal development and responses to competitive task order RFPs.
  • Provide contract-level oversight and leadership across all task orders.
  • Serve as the main point of contact with the Government Contracting Officer (CO), COR, and Program Management Office.
  • Coordinate with task order Project Managers to ensure alignment of performance, schedules, and deliverables.
  • Support task order initiation, staffing, ramp-up, and close-out activities.
  • Attend and lead Program Management Reviews (PMRs), executive briefings, and risk review meetings.
  • Maintain contract compliance, quality assurance, and cost control mechanisms.
  • Lead internal program governance and performance improvement initiatives.


Qualifications

Skills/Qualifications:

  • Experience managing and reporting contract financials.
  • Experience with delivering high-quality client service and demonstrated professionalism in a fast-paced environment.
  • Experience developing, executing, and monitoring work plans, timelines, reports, briefings, and presentations, as well as experience with the review and approval process of these deliverables.
  • Ability to work under pressure and to adapt quickly in a changing environment.
  • Excellent oral and written communication skills required. Highly skilled in Microsoft Office Suite.

Education and Experience:

  • Minimum 15 years of federal program management experience. DoD experience strongly preferred.
  • Demonstrated experience in at least 3 of the following functional areas:
    • Front Office (OXD): Execution of management functions and facilitate responsibilities for formulating, coordinating, and communicating major policy decisions and acting as the primary focal point to ensure synchronization and integration of matters spanning DoD or other federal agency enterprise.
    • Readiness: Execution of work regarding strategic and operational readiness for the military, force training, or other federal workforces' education programs, and the safety of the DoD or civilian workforce.
    • Chief Talent Management Office (CTMO): Execution of work regarding talent management policies for military and/or civilian workforces.
    • Manpower & Reserve Affairs (M&RA): Execution of work regarding Civilian and/or Military Personnel Policies, Reserve or other federal agency Integration, Military and/or Civilian Community Family Policies, and Total Force Planning.
    • Defense Health Agency (DHA): Execution of work regarding the delivery of world-class health care to all DoD or other federal agency military or civilian members, retirees, and families.
    • Office of Force Resiliency (OFR): Execution of work regarding the strengthening and promoting the resiliency and readiness of the Total Force or other federal agency work force, through the development of integrated policies, oversight, and synchronization of activities in the areas of diversity management and equal opportunity, personnel risk reduction, suicide prevention, sexual assault prevention and response, and collaborative efforts with the Department of Veterans' Affairs or other federal agencies.
    • Functional Financial Management Support (FFMS): Execution of work by providing DoD or other federal agency Financial Management, technical staff and expertise to support missions related to the development, deployment, operations, and sustainment of the DoD or other federal agency program applications and related business processes.
  • Bachelor's degree required; master's degree preferred.
  • PMP or equivalent program management certification preferred.
  • Prior experience managing IDIQ or MATOC portfolios strongly preferred.

Clearance Requirements: Active Secret clearance or ability to obtain one. Must be a U.S. citizen.

Location: Work is performed at the Nakupuna office in Arlington, VA, with occasional travel to government sites in the National Capital Region or other client locations.
