Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The salary or hourly range the University reasonably expects to pay for this position is $70,300 - $87,800.

Job Closing Date

This position will be hybrid with 3 days on campus and 2 days remote.

About the Job

The School of Natural Sciences is seeking a Senior Personnel Analyst. This position requires advanced expertise in academic, staff, and student personnel management. The incumbent will apply thorough knowledge of the University of California campus and departmental policies and procedures to address and resolve a wide range of moderately to highly complex human resources issues. Independently oversee department-level academic affairs operations, including appointments, reappointments, personnel actions, leaves, visas, salary administration, benefits, separations, grievances, layoffs, recruitment, and Summer Session appointments for academic titles such as Specialists, Project Scientists, Lecturers, and Visiting Scholars or Student appointees. The Senior Personnel Analyst will manage all aspects of staff and student classification and recruitment processes, offering strategic guidance and consultation to Assistant Deans, the Personnel Director, Unit Managers, Department Chairs, and Search Committees. This position also has direct supervisory responsibilities to the Academic & Staff Personnel Analyst.

KEY RESPONSIBILITIES

  • Manages the full classification, recruitment, and personnel processes for non-Senate academic appointments, as well as staff and student personnel, in close collaboration with UC Merced Academic Personnel and Campus Human Resources. Serves as the primary point of contact for all staff and student personnel matters, working closely with campus departments to ensure a seamless onboarding experience. Leads the School of Natural Sciences (SNS) Visitor/Research Program. Provides support for Senate faculty recruitment and appointments as needed.
  • Prepares and processes payroll documentation for non-Senate academic appointments, ensuring accuracy and compliance with university policies. Works closely with faculty, staff, administrators, and funding managers to confirm proper account assignments, appointment percentages, salary levels, and other payroll details. Oversees separation processing for resignations and appointment expirations, ensuring timely submission of required documentation to Academic Personnel and Payroll Services.
  • Facilitates the Senate Faculty academic personnel review process, identifying issues relating to policy and procedures. Serves as the lead Academic HR Analyst for senate and non-senate personnel merit and promotion actions, advising and coordinating processes and procedures for a variety of departments. Advises other Personnel Analysts in SNS and serves as the lead with in the unit on other personnel actions. Prepares and finalizes Dean's letters for Advancement and Appointment cases.
  • Provides strategic advice and counsel to School Management, Academic & Staff Personnel concerning moderate to complex personnel actions by analyzing and interpreting system-wide and organizational policies, collective bargaining agreements, academic and staff personnel policies, procedures, and practices. Makes recommendations and develops new or revised academic and staff personnel procedures and practices for the School of Natural Sciences.
  • Develops training materials, guidelines and handouts for faculty and staff and delivers training on personnel topics, policies and procedures and serves as a resource to on campus personnel management systems such as ACRS, Faculty Success, AP Recruit, SABA, UC Path, etc.
  • Analyzes and interprets guidelines and policies to advice clients on issues such as compensation, work-eligibility (visa) matters onJ-1 processing, H1-B processing, and or PR applications; as well as benefits considerations. Processes documentation, follows -up, and troubleshoots complex issues for University- sponsored employment visas in coordination with The Office of International Affairs.
  • Enters and retrieves personnel data utilizing UCM's Human Resources Information Systems. Generates related reports and produces both standardized and ad hoc reports as needed.
  • Supervises the Academic & Staff Personnel Analyst; Manage all aspects of employee time reporting, performance management, professional development, training, etc.
Qualifications

EDUCATION and EXPERIENCE

  • Bachelor's degree from an accredited university in business administration, business management, HR, or a related field and/or equivalent experience/training. (Required)
  • Three years of directly related, progressively responsible experience in Academic HR or another HR function, or an equivalent combination of education, training, and experience. A related masters degree is preferred and may substitute for one year of experience. (Required)

CRITICAL KNOWLEDGE AND SKILLS

  • Requires in-depth knowledge of and ability to apply/interpret organization and college policies and procedures which govern academic HR.
  • Excellent critical and innovative thinking to address complex issues and present nuanced analyses.
  • Thorough knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration.
  • Thorough knowledge of organization and college goals, priorities and values and the legal and human implications of decisions.
  • Ability to analyze complex management issues; develop project scope and solutions, give professional advice to senior officials and make critical decisions regarding personnel.
  • Supervisory Experience. (Preferred)
