Responsibilities:

The Capital Budget Analyst, Project Management, is responsible for monitoring project expenses, preparing budget analyses and updates, assuring adequate cash allotments exist to cover upcoming payments, maintaining financial records and controls, and preparing various Capital Finance reports and schedules as needed. Coordination of efforts with project managers, Purchasing, Accounts Payable, General Accounting, Capital Strategy and Planning, Strategic Budgeting and various other departments.

Project Budget Analysis and Reporting



  • Responsible for Budget Analyst duties for approximately 50 assigned projects, with budgets ranging from a minimum of $100,000 to as much as $250,000,000;
  • Update and maintain all aspects of the e-Builder "Cost" section for assigned projects;
  • Pull data from Banner/MicroStrategy, BITS, Cardinal etc. and ensure accurate reporting of budget, actuals, and commitments in e-Builder;
  • Submit journal vouchers and establish funds in Banner for assigned projects;
  • Review and monitor assigned projects on the Cardinal report to ensure that adequate appropriations and allotments exist to cover upcoming monthly payments;
  • Budget Executions in the PB System for assigned Capital projects;
  • Complete/approve all e-Builder budget analyst steps;
  • Reconcile and update assigned project budgets in e-Builder on a monthly basis, to include adding expenses and commitments that occur outside of e-Builder;
  • Schedule and hold monthly meetings with each assigned project manager to review budget status, projections, and address any allocation or expense issues;
  • Work with the project manager to address any budgetary issues or document errors/omissions;
  • Review fund balance and open encumbrances on any substantially completed projects. Work with the project manager to initiate process to return any remaining funds and complete all steps required for inactivation of leading 9 funds;
  • Act as the primary liaison and provide information to Accounting, Financial Reporting, Facilities Purchasing and Fiscal Services, and the Office of Strategic Budgeting and Planning, for assigned projects as necessary; and
  • Provide information to university staff and to auditors as requested.


Purchase Order and Invoice Tracking



  • Determine fund source and account coding for the expenditure and verify sufficient allotted funds are in place;
  • Review and approve all contracts, change orders, and proposals for assigned projects in both e-Builder and eVA. Verify adequacy of budgeted project funds for the requested purchase, and confirm approval of the project manager; and
  • Review and approve all invoices in e-Builder for all assigned projects.


Other Related Duties as Assigned



  • Support the Capital Finance Manager in completing other related duties and reports as needed.


Required Qualifications:



  • Bachelor's degree in related field or the equivalent combination of education and experience;
  • Demonstrated experience in administrative, budgetary, or financial analysis (generally 7+ years);
  • Significant accounting background including fund/cost accounting, including budget and purchasing experience;
  • Experience working with and differentiating between various fund sources;
  • Strong PC and related software experience to include Microsoft Excel, Word and Access;
  • Demonstrated knowledge of the theory, methods, principles and practices of public budget and finance administration;
  • Demonstrated knowledge of statistical and other research procedures and techniques;
  • Knowledge of the laws and regulations governing the organization, operations, human resources and budgetary activities of George Mason University (or the ability to rapidly acquire such knowledge);
  • Ability to exercise control and oversee maintenance of a variety of budget development activities;
  • Ability to exercise a high degree of initiative and judgment in analyzing organizational and procedural problems of a highly difficult and complex nature and in making recommendations thereon;
  • Ability to work independently with others in meeting deadlines;
  • Ability to prepare and interpret financial reports and statements;
  • Ability to communicate effectively, both orally and in writing;
  • Excellent analysis abilities; and
  • Good communication skills.


Preferred Qualifications:



  • Experience in facilities budgeting and accounting including: knowledge of business management and operations, performance analysis techniques, management information gathering and display, and accounting.
