Overview
The Operational Center Lead will oversee all functions of Program Operations Center, ensuring seamless coordination of staffing, contract execution, subcontractor management, onboarding, and daily operations. This leadership role is critical to ensuring readiness, compliance, and execution across a large, distributed team supporting federal infrastructure initiatives. The ideal candidate will be a collaborative, detail-oriented leader experienced in multi-stakeholder environments and government contracting.
Responsibilities
Staffing & Recruitment Management
Contract & Subcontract Oversight

- Support creation and management of contract administration activities, including Consent to Purchase (CTPs), fleet services, lodging, and LCATS and pay structures.
- Collaborate on determining cost structures, rate models and contract ceiling adjustments.
- Manage subcontractor relationships, staffing plans, and additions of labor categories.
- Direct subcontract operations including, establishing new subcontracts, modifications, additional LCATS, staffing allocations
- Manage and reconcile subcontractor and LMI competition for candidates
- Assist with subcontractor candidate vetting
Security & Background Investigation Coordination
- Coordinate all background investigations and pre-clearance screenings with LMI Security.
- Manage BI submissions for LMI and subcontractor personnel, ensuring all vetting criteria are met before submission:
- Document and enforce pre-screening processes, including self-reporting protocols for subcontractor personnel.
Onboarding & Personnel Integration
- Manage onboarding for both LMI and subcontractor personnel.
- Ensure onboarding and readiness for site-specific and support roles.
Operational Execution & Administrative Support
- Oversee timesheet, expense, and travel documentation processes to ensure timely completion and payment
- Support administrative needs of field staff in remote locations.
Field Staff Management
- Develop, implement, and manage non-standard employment models (e.g., flex schedules, MOUs, alternate pay/benefits, alternates for performance evaluations.
- Handle performance evaluations separately from traditional systems.
- Enable quick offboarding when necessary.
Ongoing Workforce & Subcontractor Management
- Manage full lifecycle personnel across LMI and subcontractors, including recruiting, onboarding and offboarding.
- Monitor subcontractor performance and staffing levels with project leadership.
- Serve as the main liaison and central point of operational coordination between internal and external operational teams.
Qualifications
- Bachelor's degree in Business, Program Management, or a related discipline.
- Minimum of 8 years of experience in operations, staffing, project management, or contract management within a federal contracting environment.
- Strong leadership and communication skills, with experience overseeing large, cross-functional teams. The ability to synthesize large amounts of information for executive audiences
- Knowledge of government contracting, subcontractor coordination, and labor categories (LCATs).
- Experience supporting field-based operations and remote workforce structures.
- Prior experience working with large government programs and complex subcontractor networks.
Strong leadership, decision-making, and organizational skills Exceptional time management skills, with the ability to manage competing priorities under tight deadlines. - Ability to partner with, and manage the needs of, various stakeholders across the company.
Proven ability to foster a culture of compliance, accountability, and continuous improvement. - Must be a U.S. Citizen (due to federal contract requirements). Active U.S. Government Security Clearance preferred, at least the ability to obtain one.
- Project Management Professional (PMP) certification preferred.
