The position serves to support the physician practice management and reimbursement activities of the Department of Surgery's clinical practice full time faculty members. Functioning as a coordinator of practice business operations and an internal consultant, the Director serves as a liaison with the clinical faculty and staff and as an advisor to the Department Chairman and Administrator on administrative, contractual, long-range planning, third-party reimbursement and clinical operational issues within the subspecialty divisions.

The Director is responsible for performing reimbursement and coding analyses, developing policies and operating procedures, monitoring legislative/regulatory developments, training divisional practice staff and supporting program development. The Director reports to the Department Administrator and Chairman, and works closely with the Supervisor of Billing, other Medical College departments, and Hospital/Dean's Office staff. Ensuring department is in full compliance with IL-372 guidelines.

Job Description

  • Directly responsible for supporting 37 full time faculty (at three distinct clinical sites) and 54 support staff members as well at the clinical activities of the 9 volunteer faculty as they relate to TJUH systems.
  • Perform reviews of practice business operations; develop recommendations and support their implementation, to promote efficiency and effectiveness of practice operations at the divisional level.
  • Monitor third-party regulations and legislative developments regarding billing and reimbursement; communicate to divisional and billing office staff, and Administrator.
  • Support/monitor annual reviews of third-party reimbursement profiles and practice fee schedule updates.
  • Support and monitor development/implementation of the Department policy at the divisional level, addressing charge capture, patient registration, accounts receivable management, forms design, guest relations issues, etc. Develop patient financial counseling function with Supervisor of Billing and practice billing staff, to optimize collections and address patient needs.
  • Analyze department/divisional practice statistics, including information regarding patient visit and procedural volumes, payer mix, collection rations, practice revenues. Make periodic presentations to Division Chiefs regarding practice activities status/developments.
  • Develop department system for the management of JeffCare (PHO) patients. Especially full risk contract patients. Ensure maintenance of system. Conduct educational procedures for staff and physicians.
  • Develop and present continuing education sessions with the Supervisor or Billing on third-party reimbursement, billing/collections practices, procedures and internal controls, and practice operations enhancement.
  • Review and revise divisional procedure coding practices to maximize reimbursement. Monitor compliance with third-party documentation requirements ensuring all IL-372 guidelines are met, and facilitate establishment of new procedure codes with third-party insurers.
  • Assist billing staff with A/R management on the divisional level. Use as a basis to create strategic plan for A/R management on the department level.
  • Assist in development of a departmental marketing plan. Develop/monitor an ongoing guest relations program within the Department, supporting divisional efforts to anticipate/address patient concerns and priorities.
  • Responsible for the start up of new clinical programs, establishing operational and billing processes, staffing, employee recruitment equipment and supervision. Oversee the day to day function and ensure success of the program.
  • Organize the acquisition of physician practices purchased and incorporate the patients, staffing, and medical records into the Department system.
  • Assist in directing the Department's Surgical Solutions Editorial Board. Determine design and content of each issue of this biannual publication.
  • Create, present and update patient flow and hospital systems process improvement of the Department of Surgery's White Paper.
  • Establish and attend Departmental and Hospital committees and work groups, to identify and resolve areas of improvement of patient care and services.
  • Long term involvement with multiple hospital departments and administration for the improvement of hospital throughput
  • Work closely with hospital administration and outside consultants in establishing and implementing new processes and work flows for the Operating Room and related departments. Participate in Operating Room Block redesign and allocation. Maintain consistent communications with all surgical offices to ensure appropriate block time assignments are being appropriately utilized or released.
  • Establish, implement and manage new interdepartmental policy for reporting and tracking of vacation and block time usage, for 45 surgeons.
  • Create and oversee an interdepartmental Quality Improvement Team to implement new procedures and review current procedures to ensure adherence and effectiveness.
  • Responsible for the implementation and supervision of the transition of the Electronic Medical Record in the Department of Surgery. Periodically assess staffing needs (and savings) in all phases of the EMR implementation and moving forward.
  • Support departmental planning for implementation of information systems capabilities with the Foundation IDX System; identify opportunities for system enhancement and transition.
  • As department clinical activities and services expand and space demands increase, investigate and determine availability of additional clinical office space, and coordinate and supervise the acquisition, set up and move of those clinical areas.
  • Develop/maintain library of practice management reference materials on topics noted above, for divisional staff usage.
  • Assist Administrator on an as needed basis for special projects as assigned. Especially in the area of practice management.

Education and Experience:

Bachelor's degree in business required. Master degree in health care management or business preferred.

In lieu of Bachelor's degree at least 10 years healthcare/practice management experience in an academic setting.

Substantive knowledge of physician practice activities required, primarily in the areas of physician billing/reimbursement and practice management. Important is knowledge of third-party reimbursement/regulations, practice operations, automated systems and strategic planning.

Exceptional interpersonal and communication skills essential; must be able to operate effectively in consulting role, to achieve results in a complex medical center environment.

Problem-solving orientation and consensus-building skills necessary.
