Position Overview
Riverside Research is seeking a full-time Civilian Personnel Support Specialist to provide on-site support to the National Space Intelligence Center (NSIC) at Wright-Patterson AFB, OH. The candidate will work closely with NSIC leadership, Squadron Commanders, the Training & Talent Development Chief, and Servicing Civilian Personnel Offices to advise and assist on staffing, personnel actions, deployment readiness, and workforce development strategies. Candidates must be proficient in standard office software applications, familiar with DoD HR systems, and capable of delivering clear, actionable guidance to support NSIC's evolving personnel needs.
Responsibilities
* Advise NSIC leadership in the evaluation of staffing levels, identification of critical skill gaps, and alignment of workforce capabilities with mission objectives * Coordinate with internal manpower management authorities and NSIC Servicing Civilian Personnel Offices to ensure personnel actions are timely, accurate, and aligned with organizational needs * Submit and manage Requests for Personnel Actions (RPAs) using systems such as DCPDS, CHRIS, and other DoD HR/pay systems to support accurate personnel and pay processing * Provide guidance to NSIC personnel on organizational policies and procedures impacting workforce structure and staffing execution * Advise and assist NSIC leadership and unit commanders in executing the deployment process, including coordination with external agencies such as 88 ABW, AFPC, and Air Staff * Track and maintain oversight of deployment taskings and personnel selection processes to ensure readiness and compliance * Ensure deploying personnel meet all training and equipping requirements prior to departure * Collect and analyze DCIPS personnel data to identify trends in education, training, and development needs across NSIC * Provide trend analysis and actionable recommendations to NSIC leadership and the Training & Talent Development Chief to address training gaps and improve workforce development * Collaborate with the Education Office and NSIC leadership to design workforce improvement strategies and develop corrective action plans for areas of concern * Other duties as assigned
Qualifications
Required Qualifications: * Active TS clearance with SCI adjudication * Bachelor's degree in human resources, business administration, public administration, organizational management, or related field with at least 8 years experience * Familiarity with civilian personnel operations within the Department of Defense or Intelligence Community * Knowledge of the Defense Civilian Personnel Data System (DCPDS), Command Human Resources Intelligence System (CHRIS), and other federal HR/pay systems * Demonstrated knowledge of DCIPS policies, staffing procedures, and workforce development practices * Strong written and verbal communication skills; proficient in MS Word, Excel, and PowerPoint * Self-motivated, detail-oriented, and capable of managing multiple personnel actions simultaneously * Ability to coordinate with diverse internal and external stakeholders including Servicing Civilian Personnel Offices and deployment agencies * Familiarity with unit deployment processes and personnel readiness tracking * Open to occasional travel Desired Qualifications: * Experience with United States Space Force (USSF) organization, mission, and civilian personnel processes * Experience supporting workforce development, training analysis, or human capital strategy in the Department of Defense or Intelligence Community * Experience advising senior leadership on staffing, deployment readiness, and organizational policy * Experience coordinating with Servicing Civilian Personnel Offices and internal manpower authorities * Experience analyzing DCIPS workforce data and providing actionable insights or strategic recommendations * Experience developing or delivering training materials related to personnel policies or workforce improvement in a classified setting * Master's degree in human resources, public administration, business administration, organizational leadership, or related field

$100,000 - $150,000 This represents the typical compensation range for this position based on experience, location and other factors.
